The Plan Expenditure in Gujarat was<br />

reported as highest (` 7,907.4 lakhs)<br />

followed by Odisha (` 3,018.5 lakhs), Bihar<br />

(` 2,600.6 lakhs), West Bengal (` 1,975.4<br />

lakhs) and Haryana (` 1,974.0 lakhs)<br />

The highest Non-Plan expenditure<br />

was reported from Uttar Pradesh (` 54,138.3<br />

lakhs) followed by Tamil Nadu (` 15,599.1<br />

lakhs), Madhya Pradesh (` 14,894.8 lakhs),<br />

West Bengal (` 14,488.9 lakhs),<br />

Maharashtra (` 14,154.0 lakhs), Andhra<br />

Pradesh (` 13,551.0 lakhs), Delhi<br />

(` 13,208.2 lakhs), Punjab (` 13,196.5<br />

lakhs) and Bihar (` 13,057.0 lakhs). The<br />

total sanctioned budget in case of Kerala<br />

(` 10,323.1 lakhs) was less than their actual<br />

expenditure of ` 10,476.6 lakhs. The total<br />

sanctioned budget and actual expenditure<br />

was equal in case of Nagaland (` 2,307.6<br />

lakhs), Chandigarh (` 693.7 lakhs), Daman<br />

& Diu (` 44.9 lakhs) and D&N Haveli (` 10.0<br />

lakhs). In the case of remaining States and<br />

UTs, the total expenditure incurred was less<br />

than their sanctioned budget.<br />

Expenses on Prison Inmates<br />

The recurring expenditure on <strong>prison</strong><br />

inmates with details of expenses made on<br />

Food, Clothing, Medical, Vocational,<br />

Educational facilities, Welfare and other<br />

expenses for the year <strong>2011</strong>-2012 has been<br />

presented in Table 12.2.<br />

expenditure under this head were Madhya<br />

Pradesh (` 174.8 lakhs), Andhra Pradesh<br />

(` 153.9 lakhs), West Bengal (` 137.4<br />

lakhs) and Jharkhand (` 119.6 lakhs)<br />

Delhi (` 1,878.5 lakhs), Punjab<br />

(` 608.3 lakhs), Uttar Pradesh (` 564.8<br />

lakhs), West Bengal (` 465.1 lakhs) and<br />

Madhya Pradesh (` 460.3 lakhs) spent a<br />

large share of their budget under medical<br />

expenses for the treatment of <strong>prison</strong><br />

inmates.<br />

The highest expenditure on<br />

vocational / educational facilities was<br />

reported from Odisha (` 560.3 lakhs),<br />

Andhra Pradesh (` 255.1 lakhs) and Kerala<br />

(` 103.1 lakhs) out of 22 States / UTs which<br />

reported vocational / educational expenses<br />

on inmates for the financial year <strong>2011</strong>-2012.<br />

Odisha has reported highest<br />

expenditure (` 384.3 lakhs) on welfare<br />

activities of <strong>prison</strong> inmates followed by<br />

West Bengal (` 245.1 lakhs), Bihar (` 176.1<br />

lakhs) and Tamil Nadu (` 164.9 lakhs).<br />

Delhi, Madhya Pradesh, Bihar,<br />

Andhra Pradesh and Maharashtra had spent<br />

` 5,686.4 lakhs, ` 3,256.5 lakhs, ` 2,125.9<br />

lakhs, ` 1,358.6 lakhs and ` 1,071.7 lakhs<br />

respectively under miscellaneous<br />

expenditures termed as 'Other expenses'.<br />

Maximum amount was spent<br />

mainly on providing food to the inmates,<br />

as per the analysis of expenses made on<br />

<strong>prison</strong> inmates, in various States/UTs.<br />

Uttar Pradesh (` 8,778.8 lakhs), Madhya<br />

Pradesh (` 3,874.8 lakhs), Jharkhand<br />

(` 3,278.4 lakhs), West Bengal (` 2,986.8<br />

lakhs), Bihar (` 2,845.6 lakhs) and<br />

Maharashtra (` 2,742.9 lakhs) had spent<br />

maximum amount of their budget under this<br />

head.<br />

Bihar had spent considerable amount<br />

of ` 280.6 lakhs on clothing of <strong>prison</strong><br />

inmates during the financial year <strong>2011</strong>-12.<br />

earmarked a reasonable amount of<br />
