and Haryana (1). Only Punjab (15) and
Jammu & Kashmir (12) have reported
female undertrial civil prisoners lodged in
their jails.
Type and Share of Prison Inmates
The share of different types of
inmates to total inmate population is
presented in Table 3.4. Undertrial
prisoners were the largest among the
various types of inmates lodged in the
jails. The States/UTs which reported very
high percentage of undertrials to total
prisoners were D&N Haveli (100.0%),
Arunachal Pradesh (89.1%), Bihar
(83.5%), Meghalaya (83.9%), Jammu &
Kashmir (79.3%), Delhi (73.5%),
Jharkhand (72.8%), Odisha (71.0%) and
Manipur (70.2%).
Convicted prisoners continued to
figure lower than the undertrials in the
country as a whole as well as in all the
States/UTs except Himachal Pradesh and
Tripura. The percentage share of convicted
prisoners in these two States to their
respective total prison population were
63.3% (Tripura) and 58.6% (Himachal
Pradesh) in comparison to the percentage
share of undertrials which stood as 36.7%
& 41.4% of these two states respectively.
The share of detenues lodged in
prisons of most of the States and UTs was
nil. However, significant percentage of
detenues was observed only in six States
namely, Manipur (24.9%), Nagaland
0.2%. West Bengal reported 1.4% such
prisoners followed by Karnataka (1.2%).
The highest percentage of
convicts (47.6%) belonged to age group
30-50 years followed by age-group of 18-
30 years (36.0%). A contrary trend was
observed in case of some States/UTs
where proportion of convict prisoners in the
age group of 18-30 years was more than
that of 30-50 years. These States and UTs
were Mizoram (68.3%), Meghalaya
(62.5%), Punjab (61.1%), Karnataka
(57.6%), Nagaland (53.1%) and Delhi
(45.0%). The details can be seen at
Table-3.14.
undertrial prisoners was in the age group of
18-30 years at all India level. 48.2% of the
total undertrials were in the age group of
18-30 years closely followed by 40.9% in
the age group of 30-50 years. 7
States/UTs reported reverse trend where
age group of 30-50 years instead of 18-30
years. These States/UTs were Daman &
Diu (52.9%), A&N Islands (52.6%), Andhra
