<strong>prison</strong>ers in the country followed by<br />
Jammu & Kashmir (205), Uttar Pradesh<br />
(44), Bihar (11), Chhattisgarh and Gujarat<br />
(7 each), Karnataka (6), Jharkhand (2)<br />
and Haryana (1). Only Punjab (15) and<br />
Jammu & Kashmir (12) have reported<br />
female undertrial civil <strong>prison</strong>ers lodged in<br />
their jails.<br />
Type and Share of Prison Inmates<br />
The share of different types of<br />
inmates to total inmate population is<br />
presented in Table 3.4. Undertrial<br />
<strong>prison</strong>ers were the largest among the<br />
various types of inmates lodged in the<br />
jails. The States/UTs which reported very<br />
high percentage of undertrials to total<br />
<strong>prison</strong>ers were D&N Haveli (100.0%),<br />
Arunachal Pradesh (89.1%), Bihar<br />
(83.5%), Meghalaya (83.9%), Jammu &<br />
Kashmir (79.3%), Delhi (73.5%),<br />
Jharkhand (72.8%), Odisha (71.0%) and<br />
Manipur (70.2%).<br />
Convicted <strong>prison</strong>ers continued to<br />
figure lower than the undertrials in the<br />
country as a whole as well as in all the<br />
States/UTs except Himachal Pradesh and<br />
Tripura. The percentage share of convicted<br />
<strong>prison</strong>ers in these two States to their<br />
respective total <strong>prison</strong> population were<br />
63.3% (Tripura) and 58.6% (Himachal<br />
Pradesh) in comparison to the percentage<br />
share of undertrials which stood as 36.7%<br />
& 41.4% of these two states respectively.<br />
The share of detenues lodged in<br />
<strong>prison</strong>s of most of the States and UTs was<br />
nil. However, significant percentage of<br />
detenues was observed only in six States<br />
namely, Manipur (24.9%), Nagaland<br />
(14.5%), Jammu & Kashmir (9.0%), Tamil<br />
Nadu (7.1%), Meghalaya (4.7%) and<br />
Gujarat (3.5%).<br />
The share of others (not specified),<br />
lodged in various <strong>prison</strong>s was reported as<br />
0.2%. West Bengal reported 1.4% such<br />
<strong>prison</strong>ers followed by Karnataka (1.2%).<br />
The highest percentage of<br />
convicts (47.6%) belonged to age group<br />
30-50 years followed by age-group of 18-<br />
30 years (36.0%). A contrary trend was<br />
observed in case of some States/UTs<br />
where proportion of convict <strong>prison</strong>ers in the<br />
age group of 18-30 years was more than<br />
that of 30-50 years. These States and UTs<br />
were Mizoram (68.3%), Meghalaya<br />
(62.5%), Punjab (61.1%), Karnataka<br />
(57.6%), Nagaland (53.1%) and Delhi<br />
(45.0%). The details can be seen at<br />
Table-3.14.<br />
Only 16.4% convicts undergoing<br />
sentences in various jails of the country<br />
were reported as above the age of 50<br />
years.<br />
The highest number of the<br />
undertrial <strong>prison</strong>ers was in the age group of<br />
18-30 years at all India level. 48.2% of the<br />
total undertrials were in the age group of<br />
18-30 years closely followed by 40.9% in<br />
the age group of 30-50 years. 7<br />
States/UTs reported reverse trend where<br />
majority of undertrial <strong>prison</strong>ers were in the<br />
age group of 30-50 years instead of 18-30<br />
years. These States/UTs were Daman &<br />
Diu (52.9%), A&N Islands (52.6%), Andhra<br />
Pradesh (50.9%), Chandigarh (50.8%),<br />
Bihar (45.9%), Maharashtra (44.0%) and<br />
Tamil Nadu (43.5%) (Table-3.16).<br />
A total of 2,020 foreigners<br />
consisting of 1,858 males and 162<br />
females were undergoing sentences in<br />
various jails of the country as convicts.<br />
The highest number of foreigner convicts<br />
(816) was reported from West Bengal<br />
followed by A&N Islands (357),<br />
Maharashtra (141), Punjab (108), Delhi (99)<br />
and Uttar Pradesh (86). Maximum<br />
percentage of convicted foreigners was<br />
reported under age group of 30-50 years<br />
(46.9%) followed by under age group of 18-<br />
30 years (43.0%). The details may be seen<br />
in Table-3.17.<br />
A total of 3,601 foreigners (3,230<br />
male and 371 female) were lodged in<br />
various jails of the country as undertrial<br />
<strong>prison</strong>ers. The highest number of such<br />
undertrials was reported from West Bengal<br />
(1049) followed by Maharashtra (678), A&N<br />
Islands (589), Delhi (292), Uttar Pradesh<br />
(135), Jammu & Kashmir (126) and Kerala<br />
(113). Maximum percentage of undertrials<br />
foreigners were reported under age group<br />
of 18-30 years (49.3%) followed by 30-50<br />
years (43.7%). The details may be seen in<br />
