Jails at the end of the year <strong>2011</strong>.<br />
Some of the States / UTs have<br />
lodged large number of undertrials in<br />
theirs Central Jails. The States / UTs in<br />
which majority of undertrials lodged in<br />
Central Jails were Maharashtra<br />
(10,030), Delhi (7,246), Punjab (7,139),<br />
West Bengal (5,159), Tamil Nadu (4,815),<br />
Rajasthan (4,548), Chhattisgarh (4,394)<br />
and Karnataka (4,357).<br />
In many States / UTs most of the<br />
undertrials were lodged either in district<br />
jails or sub jails. Uttar Pradesh (51,379),<br />
Bihar (14,155), Jharkhand (7,033),<br />
Haryana (6,864) and Assam (2,875) had<br />
accommodated most of undertrials in<br />
theirs District jails.<br />
Madhya Pradesh (7,334), Odisha<br />
(5,046), Kerala (1,455), Himachal Pradesh<br />
(371), Goa (282) and Tripura (163) were<br />
some of the States which had lodged<br />
most of the undertrials in their Sub jails.<br />
A large number of women<br />
undertrials were reported in Delhi (410),<br />
Tamil Nadu (277), Maharasthra (231), West<br />
Bengal (178), Andhra Pradesh (143),<br />
Punjab (113) and Rajasthan (111) in<br />
women jails.<br />
Detenues<br />
Tamil Nadu has reported the<br />
highest number of Detenues (983) lodged<br />
in various <strong>prison</strong>s. Other States which have<br />
reported considerable number of detenues<br />
in their <strong>prison</strong>s are Gujarat (401), Jammu &<br />
Kashmir (239), Uttar Pradesh (213),<br />
Manipur (161) and Madhya Pradesh (132).<br />
Gujarat has reported 46 female detenues in<br />
their Jails which was the highest among all<br />
the States and UTs. The details are<br />
presented in Table 3.3.<br />
Mentally ill Prisoners<br />
4,218 inmates were reported as<br />
mentally ill out of total 3,72,926 inmates<br />
lodged in various jails in the country,<br />
accounting for about 1.1% of total<br />
inmates. The details are presented in<br />
Table 3.23. 1.7% of convicted, 0.8% of<br />
undertrials and 0.8% of Detenues inmates<br />
were reported as suffering from mental<br />
illness at the end of <strong>2011</strong>. The inmates<br />
suffering from Mental illness lodged in jails<br />
were relatively high in Andhra Pradesh<br />
(474), West Bengal (455), Haryana (355),<br />
Gujarat (316), Odisha (313), Madhya<br />
Pradesh (290), Kerala (275) and<br />
Karnataka (248).<br />
Civil Prisoners<br />
Civil <strong>prison</strong>ers are people who are<br />
sent to <strong>prison</strong> for things like:<br />
• Not paying maintenance money to<br />
look after their children;<br />
• Not paying money called fines or<br />
debts;<br />
• Not paying money they agreed to pay<br />
if someone they know was on bail and<br />
did not turn up at court;<br />
• Not doing what the court has told them<br />
to do;<br />
Information was also collected on<br />
Civil Convicted and Undertrial <strong>prison</strong>ers<br />
apart from Convict and Undertrial<br />
<strong>prison</strong>ers under various IPC and SLL<br />
crimes. Only 9 States/UTs have reported<br />
lodging a small number of civil <strong>prison</strong>ers in<br />
their jails. Details are presented in Table<br />
3(A) on the previous page.<br />
Convicted Civil Prisoners<br />
A total of 123 convicted civil<br />
<strong>prison</strong>ers were reported from 7 States/<br />
UTs at the end of <strong>2011</strong>. Punjab has<br />
reported the highest number of 52<br />
convicted civil <strong>prison</strong>ers accounting for<br />
42.3% of total convicted civil <strong>prison</strong>ers in<br />
the country. Such <strong>prison</strong>ers were also<br />
reported from Tamil Nadu and Haryana<br />
(22 each), Bihar (15), Maharashtra (7),<br />
Uttar Pradesh (4) and Rajasthan (1). No<br />
female convicted civil <strong>prison</strong>er was<br />
reported from any State/UT.<br />
Undertrial Civil Prisoners<br />
A total of 554 undertrial civil<br />
<strong>prison</strong>ers were reported from 6<br />
States/UTs at the end of the year <strong>2011</strong>.<br />
Punjab (271) has reported the highest<br />
number of undertrial civil <strong>prison</strong>ers<br />
accounting for 48.9% of total such<br />
