It is evident as per the information<br />

available from States/UTs regarding<br />

population of inmates in various <strong>prison</strong>s<br />

(Table 2(A), that the <strong>prison</strong> population was<br />

satisfactorily managed during the year<br />

<strong>2011</strong> in 18 States and 4 UTs as the<br />

occupancy rate in these States/UTs<br />

remained less than 100%. These States<br />

and UTs are Himachal Pradesh (98.8%),<br />

Arunachal Pradesh (98.2%), Kerala<br />

(97.8%), Maharashtra (97.7%), Karnataka<br />

(96.7%), West Bengal (94.4%), Haryana<br />

(93.7%), Jammu & Kashmir (92.0%),<br />

Sikkim (91.8%), Uttarakhand (91.5%),<br />

Bihar (83.0%), Andhra Pradesh (82.2%),<br />

Tripura (68.0%), Mizoram (67.7%),<br />

Manipur (66.7%), Odisha (64.7%), Tamil<br />

Nadu (63.3%), Chandigarh (62.6%),<br />

Puducherry (54.4%), D&N Haveli (41.7%),<br />

Nagaland (34.6%) and Daman & Diu<br />

(24.2%). Lakshadweep has reported the<br />

highest overcrowding (500.0%) followed<br />

by A&N Islands (362.1%), Chhattisgarh<br />

(256.3%), Delhi (194.0%), Uttar Pradesh<br />

(175.1%), Punjab (149.1%), Madhya<br />

Pradesh (128.2%), Jharkhand (128.1%),<br />

Goa (123.8%), Gujarat (123.5%), Assam<br />

(109.6%), Meghalaya (107.5%) and<br />

Rajasthan (100.5%).<br />

in their <strong>prison</strong>s were A&N Islands (222.7%<br />

to 362.1%), Chhattisgarh (from 237.0% in<br />

2010 to 256.3% in <strong>2011</strong>), Punjab (147.6%<br />

to 149.1%), Goa (115.4% to 123.8%),<br />

Assam (106.9% to 109.6%) and Madhya<br />

Pradesh (122.5% to 128.2%) at the end of<br />

the year <strong>2011</strong> as compared to 2010. The<br />

States / UTs where the inmate population<br />

was still more than the available capacity,<br />

although the overcrowding declined at the<br />

end of <strong>2011</strong>, were Gujarat (from 126.5% to<br />

123.5%), Jharkhand (from 140.0% to<br />

128.1%), Meghalaya (from 118.1% to<br />

107.5%) and Uttar Pradesh (from 182.5%<br />

to 175.1%) at the end of <strong>2011</strong> as compared<br />

to 2010.<br />

Capacity for male and female<br />

inmates and their occupancy rate in<br />

various Jails for the year <strong>2011</strong> in respect<br />

of States/UTs are also presented in Table<br />

2.1. It is observed that the occupancy rate<br />

of such <strong>prison</strong>s during the period under<br />

consideration was high against the<br />

available capacity for the female inmates<br />

in the State of Chhattisgarh (140.6%)<br />

closely followed by Uttarakhand (139.2%),<br />

Punjab (138.6%), Goa (136.0%), Delhi<br />

(131.5%), Jharkhand (118.3%) and Uttar<br />

Pradesh (102.6%).<br />

Chart 2.1 depicts the actual male<br />

and female inmates in different States/UTs<br />

at the end of the year <strong>2011</strong>.<br />

Chart 2.2 depicts comparative<br />

position of occupancy rates at the end<br />

of the year 2010 and <strong>2011</strong>. The<br />

occupancy rate at All India level at the end<br />

of 2010 was 115.1% which decreased to<br />

112.1% at the end of the year <strong>2011</strong>. The<br />

States/UTs reporting further overcrowding<br />
