CHAPTER – 5<br />
DEMOGRAPHIC PARTICULARS OF PRISON INMATES<br />
An analysis of the <strong>prison</strong> inmates has<br />
been undertaken in this chapter on the basis<br />
of their Education, Religion, Caste and<br />
Domicile.<br />
Convicts (1,28,592)<br />
A total of 37,912 convicts out of<br />
1,28,592 convicts lodged in various jails in<br />
the country were reported as illiterate and<br />
57,098 were educated below class X th<br />
standard. These two categories<br />
accounted for 29.5% and 44.4%<br />
respectively which together constitute<br />
73.9% of the total convicts. Uttar Pradesh<br />
(10,149), Madhya Pradesh (4,212) and<br />
Punjab (2,981) have accounted for 45.7%<br />
of the total illiterate convicted inmates.<br />
41.4% of convicted inmates having<br />
education of below class X th were lodged<br />
in three States viz. Uttar Pradesh, Madhya<br />
Pradesh and Maharashtra. Uttar Pradesh<br />
had reported the highest number of graduate<br />
convicts (1,425) followed by Punjab (475),<br />
Madhya Pradesh (425) and Rajasthan (404).<br />
The highest number of Post Graduate<br />
convicts were also reported from Uttar<br />
Pradesh (405) followed by Rajasthan (247)<br />
and Madhya Pradesh (131).<br />
Classification of convicts professing<br />
different faiths revealed that 71.6% (92,166)<br />
of them adhered to Hindu religion while<br />
17.8% (22,943) were from the Muslim<br />
community and the rest belonged to other<br />
religions. 56.7% of convicts belong to Muslim<br />
community were lodged in four States<br />
namely Madhya Pradesh, Maharashtra, Uttar<br />
Pradesh and West Bengal. The analysis on<br />
the basis of caste of convicts shows that<br />
35.2% (45,303) of convicts belonged to<br />
General Category while 28.7% (36,964) of<br />
convicts belong to OBC category. 21.8%<br />
(28,033) convicts belonged to Scheduled<br />
Castes while 14.2% (18,292) belonged to<br />
Scheduled Tribes.<br />
The domicile based classification<br />
showed that 92.5% convicts belonged to the<br />
same State/UT though some States reported<br />
considerable figures of convicts belonging to<br />
other States. Maharashtra and Gujarat<br />
reported the highest percentage (12.7%<br />
each) of convicts belonging to other States<br />
followed by Delhi (12.2%) and Haryana<br />
(12.1%).<br />
West Bengal has reported the highest<br />
number of convicts (816) belonging to other<br />
countries accounting for 40.4%. Out of 415<br />
convicts lodged in A&N Islands, 357<br />
belonged to other countries accounting for<br />
86.0%. Relevant details may be seen in<br />
Table 5.1.<br />
Undertrials (2,41,200)<br />
A total of 74,203 undertrial<br />
<strong>prison</strong>ers were illiterate and 1,02,852 were<br />
educated below class X th standard out of<br />
2,41,200 undertrials lodged in various jails<br />
in the country. These two categories have<br />
accounted for 30.8% and 42.6%<br />
respectively which taken together<br />
constitute 73.4% of the total undertrial<br />
inmates. Uttar Pradesh had reported the<br />
highest number of undertrial <strong>prison</strong>ers who<br />
were graduates (2,825) followed by Bihar<br />
(1,254), Maharashtra (752), Rajasthan (689)<br />
and Jharkhand (507). Maximum of post<br />
graduate undertrials (773) were lodged in<br />
Uttar Pradesh <strong>prison</strong>s followed by Tamil<br />
Nadu (339), Rajasthan (319), Maharashtra<br />
(242) and Madhya Pradesh (209).<br />
Classification of undertrial <strong>prison</strong>ers<br />
professing different faiths revealed that<br />
70.5% (1,70,068 out of 2,41,200) of them<br />
adhered to Hindu religion while 21.2%<br />
(51,206 out of 2,41,200) were from the<br />
Muslim community and the rest belonged to<br />
other religions. The analysis on the basis of<br />
caste based classification of undertrial<br />
<strong>prison</strong>ers reveals that 35.1% (84,650 out of<br />
2,41,200) and 29.5% (71,104 out of<br />
2,41,200) of undertrial <strong>prison</strong>ers belonged to<br />
General and OBC categories respectively.<br />
22.3% (53,794) of undertrials belonged to<br />
Scheduled Castes while 13.1% (31,652)<br />
belonged to Scheduled Tribes.<br />
