VOCATIONAL TRAINING IN PRISONS<br />
Training of <strong>prison</strong>ers in various<br />
vocational skills in the Prison Institution has<br />
received a lot of importance in almost all<br />
the States/UTs. These training programmes<br />
provide opportunities for the <strong>prison</strong> inmates<br />
to engage themselves in fruitful pursuits<br />
during the term of their sentence in jails.<br />
Training for <strong>prison</strong> inmates not only affords<br />
value for one’s work but also makes the<br />
<strong>prison</strong>ers learn skills which would enable<br />
them to follow a vocation after their release<br />
from the jail.<br />
The gainful work done by the jail<br />
inmates not only provides a corrective<br />
approach to the psyche of the offender but<br />
also goes a long way in developing a<br />
responsive and respectful attitude in them<br />
towards the society. The <strong>prison</strong>ers not<br />
only develop the self confidence and self<br />
esteem out of the valuable labour put in by<br />
them but these activities also lead them<br />
towards earning a honourable livelihood<br />
after their release from the <strong>prison</strong>.<br />
The training facilities available in the<br />
jails depend on the local conditions. The<br />
availability of raw materials, local market<br />
needs, demands and marketing of finished<br />
products mainly decide the vocational<br />
training facilities available in any jail<br />
premises.<br />
Table 8(A) provides information on<br />
various vocational training facilities<br />
available in the States and UTs.<br />
A large number of <strong>prison</strong> inmates<br />
(43,317) were engaged in various<br />
vocational programmes as seen in the<br />
Table 8.1. The number of jail inmates<br />
involved in various training programmes in<br />
the States/UTs of Uttar Pradesh, Madhya<br />
Pradesh, Tamil Nadu, Gujarat, Delhi,<br />
Maharashtra, Andhra Pradesh, Jharkhand,<br />
Rajasthan, Kerala, Bihar and Punjab were<br />
6157, 5730, 4668, 4381, 3256, 2902, 2829,<br />
2025, 1834, 1421, 1295 and 1197<br />
respectively during the year <strong>2011</strong>.<br />
The highest number of <strong>prison</strong><br />
inmates were trained in ‘Weaving’ (4,427<br />
out of 43,317) followed by ‘Carpentry’<br />
(3,833 out of 43,317), ‘Tailoring’ (3,406 out<br />
of 43,317), ‘Agriculture’ (2,538 out of<br />
43,317) and ‘Handloom’ (797 out of 43,317)<br />
(Table-8.1). Maximum number of inmates<br />
trained in Agriculture, Carpentry, Canning,<br />
Tailoring, Weaving, Soap & Phenyle<br />
manufacturing and Handloom was reported<br />
in Madhya Pradesh (61.5%, 1561 out of<br />
2538) followed by Gujarat (47.2% 1808 out<br />
of 3833), Assam (37.1%, 136 out of 367),<br />
Madhya Pradesh (21.7%, 739 out of 3406),<br />
Gujarat (31.5%, 1396 out of 4427), Kerala<br />
(28.9%, 160 out of 553) and Jharkhand<br />
(38.8%, 309 out of 797) respectively.<br />
Value of Goods produced by inmates<br />
The training of jail inmates in the<br />
vocational trades resulted in production of<br />
articles which have the market value. The<br />
details of the gross value of such produce<br />
in different States and UTs are given in<br />
Table- 8.2.<br />
Uttar Pradesh had reported the<br />
highest amount of ` 1,842.1 lakhs<br />
earned by the jail inmates followed by<br />
Bihar (` 1,821.4 lakhs), Maharashtra<br />
(` 1,058.3 lakhs), Delhi (` 948.3 lakhs),<br />
Gujarat (` 832.6 lakhs), Andhra Pradesh<br />
(` 543.2 lakhs), Tamil Nadu (` 403.4<br />
lakhs), Jharkhand (` 337.2 lakhs),<br />
Kerala (` 284.0 lakhs) and Chhattisgarh<br />
(` 210.0 lakhs). The value of goods<br />
produced per inmate was highest in<br />
Chandigarh (` 12,044.7) followed by<br />
Delhi (` 7,821.7), Gujarat (` 7,177.0),<br />
Bihar (` 6,497.6), Kerala (` 4,559.3),<br />
Maharashtra (` 4,394.6) and Andhra<br />
Pradesh (` 4,111.1).<br />
