the treatment plant, pump stations, and sewer mains.
The charge shall only be applied to properties increasing sewer use
above and beyond what was certified to the final assessment role.
NOTE: Equalization Capital Charge was capped by Board of
Commissioners on November 7, 2002 at $1,581.76/E.D.U.
The calculation of the Equalization Capital Charge shall be as
follows:
Equalization Capital Charge =
Capital Charge x #months from 2/1/92 x E.D.U.s
whereas:
Capital Charge = Amount equal to the "Capital Charge" used in the
calculation of the monthly charge as stated in
Section 3.11.5 of these Rules and Regulations.
# of months = The number of months that have elapsed from
February 1, 1992 to and including the month in
which the permit to connect is issued*.
E.D.U.s =
The number of Equivalent Dwelling Units being
increased by the permit being issued.

* If a permit to connect expires prior to completion of the work,
the property owner shall be required to pay Equalization
Capital Charges equal to the number of months elapsed from
the month after the month in which the permit was issued to
the month in which the renewed permit is issued.
Monthly Capital Charge Amount History:
This sub-section shall be updated each time the Capital Charge
changes (typically on a yearly basis in October unless rates are altered
during the year):
