4.0.0 SANITARY SEWER PLANNING AND DESIGN
This Chapter shall provide general requirements of the Sanitary Engineering
Department to be considered by private developers designing sanitary sewer
extensions, collection systems, and appurtenances connecting to the County
wastewater treatment systems. Additional requirements, beyond what is
specified in this Chapter, may be noted during the Sanitary Engineering Dept.
plan review and comment process.
4.0.1 All design criteria shall be in accordance with Ohio E.P.A. standards, Ten
State Standards, O.D.O.T., and these Rules and Regulations.
4.0.2 For purposes of this Chapter, the Ottawa County Sanitary Engineering
Department shall be referred to as the "O.C.S.E."
4.0.3 The developer of any new subdivision, or parts thereof, shall, at his/her own
expense, install sanitary sewers and appurtenances according to the
specifications of the Ohio E.P.A. and these Rules and Regulations.
4.0.4 Sanitary sewer extensions, installed by the County, into established
subdivisions having no sanitary sewer service must be petitioned by at least
51% of the property owners. The assessment process may be used.
4.0.5 All new extensions, public or private, and subsequent connections to the
wastewater treatment systems shall be subject to the applicable fees and
charges set forth in Chapter III, Section 3.10.0 of these Rules and
Regulations.
4.1.0 PLAN AND PROFILE REQUIREMENTS
Property owners or developers extending public sanitary sewer mains or
installing sanitary sewers which will be dedicated to the Board of County
Commissioners shall submit plans and specifications drawn or approved by a
professional engineer for approval. All plans and specifications shall be
reviewed and approved by the County prior to the issuance of a permit to
install.
Property owners or developers installing new or extending existing private
collection sewers which are connected to the public wastewater treatment
system shall submit plans and specifications drawn or approved by a
professional engineer for approval. All plans and specifications shall be
reviewed and approved by the County prior to the issuance of a permit to
install.
Property owners or developers installing a private building sewer to one
structure shall not be required to submit plans and specifications drawn or
approved by a professional engineer unless said private building sewer is
installed within a public right-of-way (other than a "standard" service
