COMRADE OF LABOUR AWARD<br />

Brother Winson Tan Kah Swee joined the Singapore News and<br />

Publication Employees’ Union (SNPEU) in 1984. He was an elected<br />

Committee Member when SNPEU merged with Singapore Printing<br />

Employees’ Union to form the Singapore Press Holdings Employees’<br />

Union (SPHEU). Brother Winson became the General Treasurer in<br />

1993, and was the General Secretary in 2010, a position he<br />

holds today.<br />

Brother Winson drafts all the collective<br />

agreement proposals, and was involved in<br />

all collective agreement and annual<br />

increment negotiations for the<br />

main and subsidiary companies<br />

of SPH. He worked tirelessly to<br />

save jobs during downturns by<br />

supporting cost-cutting measures,<br />

making appeals to the company on<br />

disciplinary cases, and helping poor<br />

performers who were not suitable for reemployment<br />

to receive ex-gratia payment<br />

or employment assistance payment.<br />

Having built a harmonious labour-management relations, Brother<br />

Winson invited management partners to a union retreat in 2011 and<br />

had the company hold the Infocomm and Media Cluster’s National<br />

Day Observance Ceremony in 2012.<br />

Brother Winson introduced a Member-Get-Member programme<br />

to grow the union membership; and spearheaded committees that<br />

organise activities to foster relationship amongst members.<br />

A strong believer in leadership renewal, Brother Winson convinced<br />

committee members to amend the Union Constitution to adopt the<br />

3-Flow resolutions in 2012. This saw the Flow In of new members<br />

into the committee, and Flow Up of some committee members after<br />

he successfully persuaded some office-bearers to Flow On.<br />

In recognition of his positive contributions to SPHEU and fellow<br />

workers, the National Trades Union Congress is pleased to present<br />

Brother Winson Tan Kah Swee with the Comrade of Labour Award.<br />
