According to the needle exchange survey results, just over half of those who<br />

recently supplied needle exchangers with drugs last obtained downtown were<br />

white; another one-fourth were Latino/Hispanic. The observational study yielded<br />

similar findings with respect to whites: half of those observed delivering drugs in<br />

the downtown area were white. Thus, both of these data sources indicate that<br />

about half of those delivering drugs downtown are white. The main difference<br />

between the two data sources centers on the relative involvement of blacks and<br />

Latinos. Whereas the needle exchange survey suggests higher levels of<br />

involvement among Latinos, the observational study suggests higher levels of<br />

black involvement. This difference likely reflects higher levels of black<br />

involvement in the delivery of crack cocaine and greater Latino involvement in<br />

heroin delivery.<br />

Although both the needle exchange survey results and the observational study<br />

suggest that about half of those delivering drugs downtown are white, fewer<br />

than one in ten of those purposefully arrested for delivery of a serious drug<br />
