Polish accession to the EU and the open<strong>in</strong>g of foreign<br />
markets has changed the conditions under which companies<br />
previously operated. It resulted <strong>in</strong> an abundance of private<br />
enterprises and an <strong>in</strong>flux of foreign <strong>in</strong>vestments. It also gave<br />
<strong>in</strong>novative bus<strong>in</strong>esses the tools needed for development.<br />
With<strong>in</strong> the periods of 2004–2006 and 2007–2013 European<br />
funds have opened new possibilities for pro-development<br />
ventures. In 2007–2013 entrepreneurs, bus<strong>in</strong>ess environment<br />
<strong>in</strong>stitutions, research and development units and public<br />
adm<strong>in</strong>istration bodies will receive more than EUR 9.71 billion<br />
as part of the Operational Program – Innovative Economy,<br />
f<strong>in</strong>anced from European funds, for projects that have been<br />
contribut<strong>in</strong>g to the improvement of <strong>in</strong>novativeness of the<br />
Polish enterprises and the economy.<br />
Thanks to systemic changes and the many bottom-up<br />
<strong>in</strong>itiatives, the number of <strong>in</strong>novation centers and enterprises<br />
has been grow<strong>in</strong>g steadily from only 195 <strong>in</strong> 1995 to 735 by<br />
mid-2010. Many of them are entrepreneurship centers:<br />
tra<strong>in</strong><strong>in</strong>g and advisory centers, bus<strong>in</strong>ess centers, consult<strong>in</strong>g<br />
centers and entrepreneurship <strong>in</strong>cubators.<br />
Simultaneously, specialized <strong>in</strong>stitutions for <strong>in</strong>novative<br />
bus<strong>in</strong>ess support have been fill<strong>in</strong>g the Polish market.<br />
Supportive, quasi-bank<strong>in</strong>g f<strong>in</strong>ancial <strong>in</strong>stitutions like<br />
seed capital funds, bus<strong>in</strong>ess angel networks, regional<br />
and local loan funds are becom<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly common.<br />
Institutions enabl<strong>in</strong>g the <strong>in</strong>troduction of novel products<br />
and services, like technology parks, technology <strong>in</strong>cubators,<br />
pre-<strong>in</strong>cubators, academic entrepreneurship <strong>in</strong>cubators<br />
and technology transfer centers, have been undergo<strong>in</strong>g<br />
<strong>in</strong>tensive development.<br />
