• Many such operators have <strong>in</strong>dicated to <strong>the</strong> <strong>in</strong>dustry that <strong>the</strong>y do not <strong>in</strong>tend to <strong>in</strong>vest <strong>in</strong> cage<br />

improvements as:<br />

– <strong>the</strong>y do not believe that governments will mandate <strong>the</strong> requirements and close <strong>the</strong>ir<br />

bus<strong>in</strong>esses if <strong>the</strong>y do not meet cage requirements; and<br />

– <strong>the</strong>y cannot afford <strong>the</strong> capital costs of overhaul<strong>in</strong>g <strong>the</strong>ir operations.<br />

• The <strong>in</strong>dustry faces a challenge: those committed long-term to <strong>the</strong> <strong>in</strong>dustry face direct price<br />

competition with those who do not <strong>in</strong>tend to comply with welfare requirements.<br />

– however as of September 2003 five jurisdictions (Queensland, Tasmania, Western Australia,<br />

Nor<strong>the</strong>rn Territory and <strong>Australian</strong> Capital Territory) have implemented <strong>the</strong> Agricultural and<br />

Resource Management Council of Australia and New Zealand decision to <strong>in</strong>crease <strong>the</strong><br />

m<strong>in</strong>imum floor space to 550 square centimetres per bird.<br />

Supply and demand<br />

• Egg production and supply fluctuations are an <strong>in</strong>herent feature of <strong>the</strong> <strong>in</strong>dustry. Fluctuat<strong>in</strong>g<br />

prices <strong>in</strong> <strong>the</strong> marketplace and fluctuat<strong>in</strong>g costs of feed tend to create volatility <strong>in</strong> <strong>the</strong> number of<br />

birds brought <strong>in</strong>to production.<br />

• The chart below shows <strong>the</strong> monthly birds committed to production as at <strong>the</strong> end of each month<br />

over <strong>the</strong> past eight years.<br />

• The <strong>in</strong>dustry is presently emerg<strong>in</strong>g from a shortage <strong>in</strong> supply which was brought on by <strong>the</strong><br />

extended drought and its impact on feed costs. This rendered some operations unsusta<strong>in</strong>able at<br />

prevail<strong>in</strong>g wholesale prices.<br />

• The ongo<strong>in</strong>g short-term fluctuations <strong>in</strong> output creates <strong>the</strong> need for producers to seek markets<br />

for <strong>the</strong>ir eggs through direct sales channels – offer<strong>in</strong>g prices which frequently undercut <strong>the</strong><br />

prices offered <strong>in</strong> major retail.<br />

Private label as a weapon<br />

• The <strong>in</strong>dustry expects price competition <strong>in</strong> <strong>the</strong> future where bus<strong>in</strong>esses not <strong>in</strong>tend<strong>in</strong>g to comply<br />

with welfare standards see advantage <strong>in</strong> market<strong>in</strong>g us<strong>in</strong>g price as a lever. However this will be<br />

limited as <strong>the</strong> welfare standards will be enforced by state legislation.<br />

• In response, <strong>in</strong> order to cont<strong>in</strong>ue growth <strong>in</strong> market share, major cha<strong>in</strong> retailers are us<strong>in</strong>g <strong>the</strong>ir<br />

private label l<strong>in</strong>es to compete on price with <strong>the</strong> <strong>in</strong>dependent retailers.<br />

• The effect is be<strong>in</strong>g achieved by position<strong>in</strong>g private label at two or three price po<strong>in</strong>ts, depend<strong>in</strong>g<br />

on <strong>the</strong> voracity of local supply competition be<strong>in</strong>g faced by <strong>in</strong>dividual stores <strong>in</strong> <strong>the</strong> major cha<strong>in</strong>s.<br />
