• The future uncerta<strong>in</strong>ty over access to sufficient water supplies is a significant challenge faced by<br />
<strong>the</strong> domestic rice <strong>in</strong>dustry. Drought has severely restricted <strong>the</strong> size of <strong>the</strong> 2003 crop and will<br />
limit 2004 output.<br />
• <strong>Industry</strong> has attempted to manage this risk over previous years through a variety of strategies:<br />
– improv<strong>in</strong>g <strong>the</strong> efficiency of mill<strong>in</strong>g operations;<br />
– improv<strong>in</strong>g water-use efficiency <strong>in</strong> <strong>the</strong> <strong>in</strong>dustry;<br />
– <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> value-added products for <strong>the</strong> domestic market;<br />
– <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> use of rice <strong>in</strong> co-products;<br />
– <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> diversity of markets <strong>in</strong>to which <strong>the</strong> <strong>in</strong>dustry supplies rice; and<br />
– build<strong>in</strong>g global supply alliances.<br />

The scope for value-add<strong>in</strong>g<br />
Rice is a staple food. Traditional regular long gra<strong>in</strong> and medium gra<strong>in</strong> products have long been <strong>the</strong><br />
backbone of <strong>the</strong> retail product offer<strong>in</strong>g <strong>in</strong> <strong>the</strong> market but <strong>the</strong>se l<strong>in</strong>es have been steadily los<strong>in</strong>g<br />
market share over recent years to a range of specialty rices and o<strong>the</strong>r more convenient foods.<br />
Efforts by <strong>the</strong> <strong>in</strong>dustry to add value to <strong>the</strong> returns from <strong>the</strong> rice crop are below.<br />
