FRESH HORTICULTURE – ANALYSIS OF PRICING<br />

Data on prices<br />

A significant amount of data assists analysis of pric<strong>in</strong>g <strong>in</strong> <strong>the</strong> horticulture sector:<br />

• retail prices observed by <strong>in</strong>dustry groups;<br />

• reported wholesale market prices which have been purchased from market report<strong>in</strong>g agencies<br />

for a three-year period; and<br />

• specific <strong>in</strong>dustry price monitor<strong>in</strong>g (<strong>in</strong> <strong>the</strong> case of bananas).<br />

There are a number of problems with <strong>the</strong>se data sets. As with any wholesale market <strong>in</strong> <strong>the</strong><br />

absence of regulation, <strong>the</strong>re is no compulsion to report wholesale <strong>in</strong>formation <strong>in</strong> <strong>the</strong> market.<br />

<strong>Report</strong><strong>in</strong>g services operate to improve <strong>the</strong> transparency for buyers and sellers who need to refer to<br />

prevail<strong>in</strong>g price <strong>in</strong>dicators. There are three reasons for <strong>the</strong> <strong>in</strong>accuracy of reported prices:<br />

• reported wholesale prices are generally based on very wide ranges;<br />

• methods of collation are only based on what <strong>the</strong> wholesaler tells <strong>the</strong> collection agency; and<br />

• <strong>the</strong> key feature of such report<strong>in</strong>g services is a subjective ‘most sales at’ reported price.<br />

It has been frequently alleged <strong>in</strong> anecdotal <strong>in</strong>formation provided to this study that reported market<br />

prices are subject to manipulation. The accusation is that <strong>the</strong> natural <strong>in</strong>cl<strong>in</strong>ation of those who<br />

provide <strong>in</strong>formation to <strong>the</strong> reporter is to understate <strong>the</strong> price. This dampens <strong>the</strong> expectation of <strong>the</strong><br />

seller and creates greater scope for marg<strong>in</strong> to be won <strong>in</strong> <strong>the</strong> sell<strong>in</strong>g price. It also creates <strong>the</strong><br />

impression of lower <strong>in</strong>come levels to <strong>the</strong> wholesaler.<br />

A fur<strong>the</strong>r major weakness affect<strong>in</strong>g <strong>the</strong> reliability of <strong>the</strong> overall wholesale returns is <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g<br />

tendency of major retailers to source direct supply at prices which are generally higher than <strong>the</strong><br />

wholesale price <strong>in</strong> order to obta<strong>in</strong> <strong>the</strong> necessary commitment to consistent volume and quality.<br />

Approach taken<br />

Across a number of sectors of <strong>the</strong> fresh horticulture <strong>in</strong>dustry, <strong>the</strong> work has <strong>in</strong>cluded <strong>the</strong> follow<strong>in</strong>g:<br />

• compared reported wholesale prices to observed retail prices across periods where both sets of<br />

data are available;<br />

• taken care to match variety <strong>in</strong> this comparison;<br />

• ensured <strong>the</strong> accuracy of <strong>the</strong> unit size, convert<strong>in</strong>g carton sizes to get appropriate like-for-like<br />

comparisons;<br />

• consulted with <strong>in</strong>dustry groups as to likely direct supply prices to major cha<strong>in</strong> retailers; and<br />

• calculated apparent shares of <strong>the</strong> retail value of key product l<strong>in</strong>es.<br />

In addition, a trac<strong>in</strong>g of selected products has been made over a period of time through <strong>the</strong><br />

markets to provide an illustration of price sett<strong>in</strong>g <strong>in</strong> real time.<br />
