world markets and expected currency exchange rates – will not allow producers to cover <strong>the</strong> cash<br />
costs of production. This is expected to see fur<strong>the</strong>r decl<strong>in</strong>es <strong>in</strong> production through farm exits.<br />
An analysis presented by <strong>the</strong> Centre for International Economics to <strong>the</strong> review of <strong>in</strong>dustry<br />
arrangements <strong>in</strong> 2002 suggested that <strong>the</strong> <strong>in</strong>dustry will only be capable of restor<strong>in</strong>g past<br />
profitability levels through <strong>the</strong> cha<strong>in</strong> if it can achieve productivity ga<strong>in</strong>s of around 37 per cent<br />
(Clean<strong>in</strong>g Up <strong>the</strong> Act, CIE 2002). That work suggested that ga<strong>in</strong>s can be made <strong>in</strong>:<br />
• labour productivity;<br />
• land productivity;<br />
• harvest<strong>in</strong>g productivity and practices;<br />
• cane movement logistics post-harvest; and<br />
• mill<strong>in</strong>g efficiencies.<br />
