market access – <strong>in</strong> <strong>the</strong> United States market <strong>the</strong> <strong>in</strong>dustry sells through a s<strong>in</strong>gle importer<br />
arrangement, yet <strong>in</strong> many o<strong>the</strong>r markets <strong>the</strong>re is a competitive approach which typically results<br />
<strong>in</strong> a lower return.<br />
• At retail, oranges compete with o<strong>the</strong>r fruits and refreshments. Seasonal availability can provide<br />
advantages but <strong>the</strong>re is <strong>in</strong>creas<strong>in</strong>g availability of a range of o<strong>the</strong>r fruits across <strong>the</strong> board which<br />
removes such advantage.<br />
An illustration of <strong>the</strong> pric<strong>in</strong>g of product through <strong>the</strong> cha<strong>in</strong> for juice oranges has been undertaken <strong>in</strong><br />
recent times <strong>in</strong> <strong>the</strong> Productivity Commission’s review of <strong>the</strong> <strong>in</strong>dustry arrangements regard<strong>in</strong>g <strong>the</strong><br />
use of export control powers.<br />
<strong>Price</strong>s of valencia oranges that are received at farmgate will fluctuate significantly over time due to<br />
<strong>the</strong> use of a significant portion of fruit <strong>in</strong> process<strong>in</strong>g. This affects available supply onto <strong>the</strong> fresh<br />
market. Any illustration of <strong>the</strong> shar<strong>in</strong>g of retail marg<strong>in</strong>s has to take account of such variation:<br />

The analysis above for loose fruit was based on retail prices of (low) $1.50 and (high) $1.80/kg,<br />
whilst bagged fruit achieved a sale price of $0.66/kg, conclud<strong>in</strong>g that most bus<strong>in</strong>ess is undertaken<br />
on this latter basis. Bagged fruit is sought by <strong>the</strong> consumer at this price for home juic<strong>in</strong>g. Marg<strong>in</strong>s<br />
captured through <strong>the</strong> cha<strong>in</strong> may vary widely depend<strong>in</strong>g upon <strong>the</strong> position taken upon <strong>the</strong> sale of<br />
fruit by grower and packer. A packer may be able to extract a higher marg<strong>in</strong> by buy<strong>in</strong>g fruit at a<br />
pack<strong>in</strong>g shed price and tak<strong>in</strong>g <strong>the</strong> market risks of plac<strong>in</strong>g that fruit <strong>in</strong>to ei<strong>the</strong>r juice or fresh<br />
markets.<br />
The analysis of reported market wholesale prices contrasted aga<strong>in</strong>st <strong>the</strong> assessed major cha<strong>in</strong><br />
retail values for valencia oranges shows <strong>the</strong> wide variation <strong>in</strong> prices over time.<br />
