and emergency procedures provided in conjunction with<br />

suitable low visibility procedures.<br />

Reduced runway declared distances for take-off<br />

Note.— In the following operational requirements the<br />

term ―intersection‖ is used to cover both intersection and<br />

junction concepts.<br />

28. Paragraph 2.8 of Annex 14, <strong>Vol</strong>ume I, requires<br />

that the following full runway declared distances be<br />

calculated and promulgated for each runway intended to be<br />

used by aircraft operators engaged in international<br />

commercial air transport:<br />

a) Take-off run available (TORA);<br />

b) Take-off distance available (TODA);<br />

c) Accelerate stop distance available (ASDA); and<br />

32. At each international aerodrome, specific<br />

minimum visibility for take-off should be established,<br />

regulating the use of intersection take-off positions. These<br />

minima should permit the appropriate ATC unit to maintain<br />

a permanent surveillance of the ground movement<br />

operations, and the flight crews to constantly secure their<br />

position on the manoeuvring area, so as to exclude any<br />

potential risk of confusion as to the identification of the<br />

aircraft and intersections used for take-off. The minima<br />

should be consistent with the surface movement guidance<br />

and control system (SMGCS) provided at the aerodrome<br />

concerned.<br />

33. The provision of marking and lighting aids<br />

together with signs should ensure the safe control and<br />

guidance of aircraft towards and at take-off intersections<br />

appropriate to the minimum visibility criteria retained. At<br />

the runway holding position of the associated intersection<br />

take-off position, such signs should indicate the runway<br />

heading and the remaining take-off run available (TORA)<br />

in metres.<br />

Air traffic services<br />

Note.— The following operational requirement relates<br />

to the provisions of Air Traffic Services for all traffic on the<br />

manoeuvring area of an aerodrome and all aircraft flying<br />

in the vicinity of an aerodrome.<br />

34. Aerodrome control service should be provided at<br />

d) Landing distance available (LDA).<br />

29. The reduced runway declared distances for<br />

take-off should consist, as for full runway declared<br />

distances, of TORA, TODA and ASDA.<br />

30. The datum-line from which the reduced runway<br />

declared distances for take-off should be determined is<br />

defined by the intersection of the downwind edge of the<br />

specific taxiway with the runway edge. The loss, if any, of<br />

runway length due to alignment of the aeroplane prior to<br />

take-off should be taken into account by the operators for<br />

the calculation of the aeroplane’s take-off weight.<br />

31. Intersections used as intermediate take-off<br />

positions should be identified by the “taxiway designator”<br />

to which the datum-line of the associated reduced runway<br />

declared distance for take-off refers.<br />

service should also be provided at those aerodromes used<br />

by international general aviation aircraft, but only when the<br />

type and density of traffic warrant it.<br />

Surface movement guidance and<br />

control systems (SMGCS)<br />

35. Surface movement radar (SMR) should not be<br />

used for other than monitoring tasks unless identification<br />

procedures are implemented.<br />

SMGCS is presented in Attachment F to Part III — AOP of<br />

the EUR FASID.<br />

36. Where the minimum separation/clearance<br />

distances as specified in Annex 14, <strong>Vol</strong>ume 1, Table 3-1,<br />

do not permit B747-400 operations at existing airports the<br />

following options to overcome such problems should be<br />

considered by the appropriate authority in consultation with
