Introduction 0-3<br />

17. The Council of <strong>ICAO</strong>, at the Seventh and Eighth<br />

Meetings of its 121st Session, decided that the explanation<br />

of “implemented” as agreed at Regional Air Navigation<br />

Meetings should be widely publicized and the<br />

determination of whether a service or facility is<br />

implemented should be examined in that light. The agreed<br />

explanation of the term “implemented”, as it applies to<br />

facilities and services included in this document, is as<br />

follows: “Facilities and services specified in the air<br />

navigation plan provided, installed, functioning and<br />

operated in accordance with appropriate <strong>ICAO</strong><br />

specifications and procedures”.<br />

18. Additionally, the Council of <strong>ICAO</strong> at the Eighth<br />

Meeting of its 131st Session agreed to discontinue the<br />

practice of including implementation data in air navigation<br />

plan publications.<br />

19. The supplementary procedures for the region are<br />

omitted from this document since they are published for all<br />

regions in Doc 7030, Regional Supplementary Procedures.<br />

ESTABLISHMENT AND PROVISION<br />

OF A MULTINATIONAL <strong>ICAO</strong> EUR<br />

AIR NAVIGATION FACILITY/SERVICE<br />

20. Upon recognition in the middle 1980s that<br />

developments in international civil aviation in the EUR<br />

region would require the establishment and provision of<br />

facilities/services for the purpose of serving international<br />

air navigation in airspace extending beyond the airspace<br />

serviced by a single State, the European Air Navigation<br />

Planning Group (EANPG) developed “General Guidelines<br />

on the Establishment and Provision of a Multinational<br />

<strong>ICAO</strong> EUR Air Navigation Facility/Service”. The<br />

guidelines were endorsed at its 27th Meeting on 1<br />

December 1986 and submitted to Council which noted with<br />

interest the initiative taken by the EANPG. While not<br />

approving these guidelines, the Council requested the<br />

EANPG to keep it informed on experience gained with their<br />

application in the EUR region and of comments made by<br />

States. The Council may take further action on the<br />

guidelines in due course as appropriate.<br />

21. The guidelines are contained in the Introduction<br />

to the EUR Facilities and Services Implementation<br />

Document (FASID) to which States should refer for further<br />

information.<br />

PROCEDURE FOR THE AMENDMENT<br />

OF REGIONAL PLANS,<br />

INCLUDING FASID MATERIAL<br />

22. The plan contained in this document is amended<br />

as necessary to reflect changes in requirements for basic<br />

facilities and services either by a regional air navigation<br />

meeting or by following the amendment procedure<br />

reproduced below. As a consequence, this document is<br />

revised from time to time in order to record amendments to<br />

the plan that may have been approved by the Council<br />

during the preceding period. Additional guidance and<br />

information concerning the management of the EUR ANP<br />

is contained in the EUR Facilities and Services<br />

Implementation Document (FASID).
