Continuity of FIR coverage in the area north<br />

36. That Norway and the Russian Federation develop<br />
jointly a proposal providing full FIR coverage in the area<br />
north of Norway and the Russian Federation and submit this<br />
for inclusion in the <strong>ICAO</strong> Plan of FIRs at the earliest<br />

Airspace organization over the Black Sea<br />

37. That Turkey and the Russian Federation pursue<br />
their negotiations towards a more efficient airspace<br />
organization over the Black Sea with all necessary speed and<br />
present, as early as possible, the resultant joint proposal for<br />
amendment to all relevant parts of the <strong>ICAO</strong> Plan.<br />

total number of direct ATS speech circuits required for<br />

used for transfer of radar control on the understanding that<br />
the latter circuits must allow a connection to be established<br />
within two seconds on 99 per cent of those occasions when<br />
a circuit is technically operational.<br />
