PROVISIONS REGARDING<br />
VFR OPERATIONS<br />
27. Special arrangements should be made by ATS for<br />
VFR operations. Such arrangements should be compatible<br />
with those of adjacent States with the objective of obtaining<br />
regional uniformity. Specific considerations relevant to this<br />
subject are under development and will be contained in an<br />
attachment to this part in due course.<br />
PROVISIONS REGARDING<br />
HELICOPTER OPERATIONS<br />
28. Where required by circumstances, special<br />
arrangements should be made to cater for helicopter<br />
operations. Specific considerations relevant to this subject<br />
are contained in the Air Traffic Services Planning Manual<br />
(Doc 9426, Part 2, Section 4, Chapter 3).<br />
INCIDENT REPORTING AND<br />
INVESTIGATION<br />
29. States should establish a system of air traffic<br />
incident reporting in accordance with the relevant material<br />
contained in the PANS-RAC.<br />

EUR RAN MEETING RECOMMENDATIONS<br />
30. Systematic reviews of specific parts of the EUR<br />
ANP, in accordance with the schedule of management<br />
established by the EANPG, should ensure that action has<br />
been taken to implement the recommendations of European<br />
Air Navigation Meetings held prior to the EUR/7 RAN<br />
Meeting. The following recommendations, the continuing<br />
validity of which has been confirmed by the Air Navigation<br />
Commission and the Council of <strong>ICAO</strong>, form an integral part<br />
of the material contained in this specific part and should<br />
therefore be considered whenever it comes under review.<br />
Designation of navigation aids to be used at<br />
aerodromes by aircraft experiencing<br />
communication failure<br />

Study of new separation standards<br />

31. That States, in consultation with operators, study<br />
the possibility of introducing new separation standards based<br />
on both the navigational capability of aircraft and on the use<br />
of radar in a monitoring role as a device to maintain both<br />
safety and the expeditious flow of traffic.<br />
Accuracy in flight plans and related ATS messages<br />

32. That, in view of the progressive implementation of<br />
automatic equipment in many parts of the region and the<br />
resultant strict requirement for adherence to the format and<br />
accuracy in content of ATS messages, States take all<br />
necessary steps to ensure continued full compliance with the<br />
procedures contained in Appendix 3 of PANS-ATM<br />
regarding ATS messages.<br />
Reliability of SSR transponders and use of<br />
servo-corrected pressure sources with Mode C<br />

33. That action be taken to develop appropriate<br />
provisions ensuring:<br />
a) the required reliability and integrity of SSR transponders<br />
and associated height transmission equipment installed in<br />
aircraft;<br />
b) that only servo-corrected pressure sources are used for<br />
automatic height transmission by the use of SSR Mode<br />
C.<br />
Use of “request level change en route” procedure<br />
without specifying a clearance limit<br />

34. That the procedure whereby pilots are advised to<br />
request a level change en route (“request level change en<br />
route”) should only be used by ATC if a clearance limit is<br />
specified up to which the assigned level is valid.<br />
35. That:<br />
a) States not having already done so designate as soon as<br />
possible, for each international aerodrome, the radio<br />
navigation aid to be used by aircraft experiencing radio
