ATM V-5 PROVISIONS REGARDING VFR OPERATIONS 27. Special arrangements should be made by ATS for VFR operations. Such arrangements should be compatible with those of adjacent States with the objective of obtaining regional uniformity. Specific considerations relevant to this subject are under development and will be contained in an attachment to this part in due course. PROVISIONS REGARDING HELICOPTER OPERATIONS 28. Where required by circumstances, special arrangements should be made to cater for helicopter operations. Specific considerations relevant to this subject are contained in the Air Traffic Services Planning Manual (Doc 9426, Part 2, Section 4, Chapter 3). INCIDENT REPORTING AND INVESTIGATION 29. States should establish a system of air traffic incident reporting in accordance with the relevant material contained in the PANS-RAC. [PANS-ATM, Appendix 4] EUR RAN MEETING RECOMMENDATIONS 30. Systematic reviews of specific parts of the EUR ANP, in accordance with the schedule of management established by the EANPG, should ensure that action has been taken to implement the recommendations of European Air Navigation Meetings held prior to the EUR/7 RAN Meeting. The following recommendations, the continuing validity of which has been confirmed by the Air Navigation Commission and the Council of ICAO, form an integral part of the material contained in this specific part and should therefore be considered whenever it comes under review. Designation of navigation aids to be used at aerodromes by aircraft experiencing communication failure [LIM/EUM (RAC/COM), Rec. 2.4/4] Study of new separation standards [LIM/EUM (RAC/COM), Rec. 1.1/6] 31. That States, in consultation with operators, study the possibility of introducing new separation standards based on both the navigational capability of aircraft and on the use of radar in a monitoring role as a device to maintain both safety and the expeditious flow of traffic. Accuracy in flight plans and related ATS messages [LIM/EUM (RAC/COM), Rec. 2.1/2] 32. That, in view of the progressive implementation of automatic equipment in many parts of the region and the resultant strict requirement for adherence to the format and accuracy in content of ATS messages, States take all necessary steps to ensure continued full compliance with the procedures contained in Appendix 3 of PANS-ATM regarding ATS messages. Reliability of SSR transponders and use of servo-corrected pressure sources with Mode C [LIM/EUM (RAC/COM), Rec. 2.2/7] 33. That action be taken to develop appropriate provisions ensuring: a) the required reliability and integrity of SSR transponders and associated height transmission equipment installed in aircraft; b) that only servo-corrected pressure sources are used for automatic height transmission by the use of SSR Mode C. Use of “request level change en route” procedure without specifying a clearance limit [LIM/EUM (RAC/COM), Rec. 2.4/3] 34. That the procedure whereby pilots are advised to request a level change en route (“request level change en route”) should only be used by ATC if a clearance limit is specified up to which the assigned level is valid. 35. That: a) States not having already done so designate as soon as possible, for each international aerodrome, the radio navigation aid to be used by aircraft experiencing radio
V-6 EUR BASIC ANP communication failure; b) when more than one aid is designated for a particular aerodrome, no ambiguity should exist as to the aid to be used by aircraft approaching from a particular direction of arrival at that aerodrome; c) whenever possible, the data required should be presented in pictorial form in the appropriate aeronautical infor-mation publication. Continuity of FIR coverage in the area north of Norway and the Russian Federation [EUM/VI, Rec. 8/3] 36. That Norway and the Russian Federation develop jointly a proposal providing full FIR coverage in the area north of Norway and the Russian Federation and submit this for inclusion in the ICAO Plan of FIRs at the earliest opportunity. Airspace organization over the Black Sea [EUM/VI, Rec. 8/4] 37. That Turkey and the Russian Federation pursue their negotiations towards a more efficient airspace organization over the Black Sea with all necessary speed and present, as early as possible, the resultant joint proposal for amendment to all relevant parts of the ICAO Plan. 1. Efforts should be made in the EUR region to provide sufficient capacity to cater to both normal and peak traffic levels, without jeopardizing safety levels. ATFM in Europe shall aim for capacity management and the optimization of the efficiency of the global ATM system, by ensuring that capacity is utilized to the maximum extent 3. For most of the EUR region, ATFM is provided by either EUROCONTROL through the Central Flow Management Unit (CFMU) (Brussels) or by the Russian Federation through the International Air Navigation Service 27/5/05 No. 3 “East”. Part V.III Establishment of controlled airspace and provision of air traffic control service [EUM/VI, Rec. 8/13] 38. That controlled airspace be established in the upper airspace up to flight level 460 and throughout the whole control area whenever area type air traffic control service is provided. Establishment of direct ATS speech circuits [EUM/VI, Rec. 8/20] 39. That States concerned determine bilaterally the total number of direct ATS speech circuits required for simultaneous use by each of their FICs/ACCs with adjacent FICs/ACCs, including the number of direct circuits to be used for transfer of radar control on the understanding that the latter circuits must allow a connection to be established within two seconds on 99 per cent of those occasions when a circuit is technically operational. Reduction of air/ground communications [EUM/VI, Rec. 9/7] AIR TRAFFIC FLOW MANAGEMENT (ATFM) 40. That States pursue vigorously their programmes aimed at the reduction of air/ground communications by the elimination of reporting points along controlled ATS routes and in TMAs where this is possible. possible. 2. In the EUR region, ATFM shall be applied for periods when it is expected that the air traffic demand will be close to or will exceed the ATC capacities in the areas concerned. 4. States within the EUR region whose ATFM services are currently not provided by either the EUROCONTROL CFMU (Brussels) or the International Air Navigation Service “East” shall provide ATFM, as required, in
