International cooperation isfundamental to global expanding remote sensingservices, and it is important and necessary that at anytime more States can participate in this activity not onlyas an owner <strong>of</strong> satellites, but also as an operator <strong>of</strong>remote sensing services, etc. The 21st century will be<strong>the</strong> century <strong>of</strong> expanding global remote sensing servicesand lawyers <strong>of</strong> <strong>the</strong> world must be familiar with spacelaw in order to be able to <strong>for</strong>mulate domesticregulations in <strong>the</strong>ir countries with respect to spaceactivities which have commercial application. Rebellon BetancourtIn view <strong>of</strong> this important activity it is urgent andnecessary to clarify <strong>the</strong> legal situation with respect toremote sensing activities with an international treaty inaddition to existing space law and principles <strong>of</strong>international law. Thereby <strong>the</strong> present fragile reality <strong>of</strong><strong>the</strong> Remote Sensing Principles as contained in <strong>United</strong><strong>Nations</strong> Resolution 41/65 could be changed. ThesePrinciples are considered by many lawyers as bindingcustomary law. For o<strong>the</strong>rs this is not <strong>the</strong> case because<strong>United</strong> <strong>Nations</strong> Resolutions are not considered to beobligatory and binding - <strong>the</strong>y are an expression <strong>of</strong>general principles only. It is important that globalexpanding remote sensing services are firmly linkedwith space law as well as general international law andnot only with <strong>the</strong> rules <strong>of</strong> <strong>the</strong> commercial market.Global expanding remote sensing services must rulewithout any kind <strong>of</strong> restriction in <strong>the</strong> sense that <strong>the</strong>yCommentary PaperAlexander V.
