-11-19.2 The bidder’s modification or withdrawal notice shall be prepared, sealedmarked and submitted in accordance with the provisions of Para 16. Awithdrawal notice may also be sent by FAX but followed by a signedconfirmation copy, post marked not later than the deadline forsubmission of bids.19.3 No bid may be withdrawn in the interval between the deadline forsubmission of bids and the expiration of the period of bid validity.Withdrawal of a bid during this interval shall result in the bidder’sforfeiture of its bid security.E. BID OPENING AND EVALUATION20.0 Opening of Bids by IKIWL.20.1 The IKIWL will open bids, in the presence of bidders’ representatives whochoose to attend, at the time and date specified in the tender notice, at the officeof the DIREDTOR(WORKS), IDCOL Kalinga Iron Works Ltd. Matkambeda-758036. The Bidders representatives who are present shall sign attendance sheetevidencing their presence during the bid opening.20.2 The Bidders’ name, bid prices, modifications, bid withdrawals and the presenceor absence of the requisite bid security and such other details as the IKIWL atits direction, may consider appropriate will be announced at the opening.21.0 Clarification of bids21.1 To assist in the examination, evaluation and comparison of bids the IKIWLmay, at its discretion ask the Bidders for a clarification of its bid. The requestfor clarification and response shall be in writing.22.0 Preliminary Examination22.1 The IKIWL will examine the bids to determine whether they are complete,whether any computational errors have been made, whether required sureties havebeen furnished, whether the documents have been properly signed, and whetherthe bids are generally in order.22.2 Arithmetical errors will be rectified on the following basis. If there is adiscrepancy between the unit price and total price that is obtained by multiplyingthe unit price and quantity, the unit price shall prevail. If there is discrepancybetween words and figures the amount in word will prevail. The total price shallbe corrected accordingly. If the bidder does not accept the correction of the errorsits bid will be rejected.22.3 Prior to the detailed evaluation, pursuant to Para 23, the IKIWL will determinethe substantial responsive of the bid to the bidding documents. For purpose ofthese clauses, a substantially responsive bid is one, which conforms to all theterms and conditions of the bidding documents without material deviations. TheIKIWL determination of a bid’s responsiveness is to be based on the contents ofthe bid itself.IKIWLSignature of Bidder
