But this incompatibility, influencing thereferenceability negatively - cannot be considered as a weakness of the sectoral frameworks or theNQFs. From my point of view the EQF is not a metaframework. Metaframework means aframework of frameworks. The EQF doesn’t fulfill this claim, because he doesn’t cover allcategories and descriptors of frameworks. The establishment of an metaframework wouldpresuppose that the frameworks having to be considered already exist. A metaframework as well asfor example a metaevaluation is always the second step. In other words a metaframework hast to becapable to address and to refer to the other frameworks and not in reverse order.
