The major subcontractors in 2002 were JCNNM and PT<strong>LA</strong>. As at the time the SWEIS waspublished, the Laboratory employs both technical and nontechnical subcontractors, as well as consultantsfrom around the world on a temporary basis.5.2.6 Cerro Grande FireThe Cerro Grande Fire damaged and destroyed important facilities, equipment, and infrastructure at theLaboratory and had a significant impact on mission-critical facilities. Emergency funding received by theLaboratory addressed the damage to Laboratory property from the fire and ongoing risk.The Cerro Grande Rehabilitation Project has implemented a three-phased approach to recover from thefire.• Phase 1: An emergency recovery or short-term phase addressed immediate dangers. These includedconstructing a flood retention structure in Pajarito Canyon, building weirs, hydro-seeding over 700acres, and installing other erosion control measures. This phase was completed in the first quarterof FY 2001.• Phase 2: Demonstrated vulnerabilities are being addressed by thinning forests to create fire-5-10SWEIS Yearbook—2002
