The major subcontractors in 2002 were JCNNM and PTLA. As at the time the SWEIS waspublished, the Laboratory employs both technical and nontechnical subcontractors, as well as consultantsfrom around the world on a temporary basis.5.2.6 Cerro Grande FireThe Cerro Grande Fire damaged and destroyed important facilities, equipment, and infrastructure at theLaboratory and had a significant impact on mission-critical facilities. Emergency funding received by theLaboratory addressed the damage to Laboratory property from the fire and ongoing risk.The Cerro Grande Rehabilitation Project has implemented a three-phased approach to recover from thefire.• Phase 1: An emergency recovery or short-term phase addressed immediate dangers. These includedconstructing a flood retention structure in Pajarito Canyon, building weirs, hydro-seeding over 700acres, and installing other erosion control measures. This phase was completed in the first quarterof FY 2001.• Phase 2: Demonstrated vulnerabilities are being addressed by thinning forests to create fire-5-10SWEIS Yearbook—2002
