© WWF – India印 度 貧 窮 村 落 引 入電 網 高 質 供 電Poverty-stricken Villagesin India Get Grid Quality Power貧 窮 與 環 境 問 題 息 息 相 關 , 形 成 惡 性 循 環 。 在 本 港為 應 付 過 高 的 能 源 需 求 , 而 考 慮 增 加 核 電 之 時 , 一些 發 展 中 國 家 卻 致 力 發 展 環 保 能 源 , 並 使 其 普 及 。在 印 度 , 目 前 仍 有 無 數 村 落 缺 乏 安 全 及 潔 淨 能 源 供應 。 由 於 這 些 村 落 位 置 偏 僻 , 故 無 論 在 技 術 上 及 經濟 上 , 均 難 以 建 設 電 網 覆 蓋 。 缺 乏 低 成 本 供 電 , 意味 著 村 民 在 日 常 生 活 上 需 依 賴 如 煤 油 等 生 物 能 源 及昂 貴 能 源 。 事 實 上 , 安 全 及 潔 淨 能 源 供 應 是 對 抗 貧窮 的 必 要 元 素 。世 界 自 然 基 金 會 印 度 分 會 及 澳 洲 CAT 計 劃 攜 手 合作 , 在 孟 加 拉 西 部 孫 德 爾 本 斯 區 (Sundarbans)Satjelia 島 建 設 一 座 微 型 太 陽 能 發 電 廠 。 該 發 電廠 於 2011 年 3 月 9 日 起 啟 用 , 與 Bushlight IndiaModel 共 同 運 作 , 通 過 全 面 的 規 劃 程 序 , 並 建 立 離網 中 央 可 再 生 能 源 系 統 。 目 前 , 該 發 電 廠 連 接 50 個家 庭 、 六 家 當 地 企 業 及 三 座 社 區 建 築 , 無 間 斷 地 由電 網 供 應 高 質 電 力 。供 電 服 務 以 類 似 電 信 服 務 的 預 繳 方 式 , 向 特 定 村 落供 應 電 力 。 供 電 系 統 根 據 消 費 者 的 需 要 及 偏 好 , 提供 必 要 的 支 援 、 資 訊 及 工 具 , 從 而 協 助 他 們 使 用 能源 以 維 持 生 活 。 該 系 統 並 設 立 故 障 安 全 防 護 裝 置 ,防 止 過 度 用 電 帶 來 的 損 害 , 同 時 維 持 高 質 量 、 可 靠及 公 平 的 供 電 。這 次 合 作 是 為 印 度 偏 遠 村 落 供 應 可 持 續 能 源 的 第一 步 , 也 為 未 來 發 展 中 國 家 偏 遠 地 區 的 能 源 發 展邁 進 一 大 步 。 已 發 展 地 區 實 應 為 過 度 耗 用 能 源 作出 反 思 。Poverty and environmental plights are bound in a vicious cycle.While Hong Kong is contemplating additional nuclear power ontop of its exorbitant energy demand, developing countries arestill striving to make environmentally friendly energy sourcesmore accessible.In India, there are currently thousands of villages deprived ofsafe and clean energy. Owing to their far-flung locations, gridelectricity is neither technically nor economically viable. The lackof low-cost electricity means villagers have to rely on biomasscollection and expensive resources, such as kerosene. Access tosafe and clean energy is essential for eliminating poverty.WWF-India and CAT Projects Australia jointly set in motiona micro solar power station on 9 March 2011 at Rajat Jubileeon Satjelia Island in the Sundarbans region of West Bengal.Following the Bushlight India Model, the power stationunderwent a comprehensive process for planning and establishingoff-grid centralised renewable energy-based village energysystems. Currently the station connects 50 households, sixlocal businesses and three community buildings, supplyinguninterrupted grid quality power.Based on a prepaid model akin to that of telecom services, energyservice is delivered to selected villages. Consumers are providedwith the necessary support, information and tools to use theirenergy to complement and build their livelihoods according totheir need and preference. The systems also incorporate fail-safeprotection against damaging overuse, while also maintaining thequality, reliability and equity of supply to all consumers.The collaborative effort is a first and promising step to theprovision of technically and financially sustainable energy inremote villages in India. Meanwhile, developed regions mustreflect on their excessive energy consumption, and makeviable changes.夏 季 SUMMER 2011 15
