CEO 的 話CEO's MESSAGE在 2008 年 6 月 初 , 本 會 向 香 港 特 別 行 政 區 行 政 長 官 遞 交 請 願 信 及 逾 58,000 個 簽 名 , 促 請 政 府 落 實 執行 可 持 續 漁 業 管 理 措 施 。 該 簽 名 請 願 運 動 有 兩 個 目 標 : 一 是 保 護 海 洋 環 境 , 二 是 保 障 漁 業 社 群 的 未來 生 計 。 我 們 很 高 興 向 您 宣 佈 , 政 府 已 立 法 在 香 港 水 域 禁 止 所 有 拖 網 捕 魚 活 動 , 並 於 2011 年 6 月 10日 獲 立 法 會 通 過 賠 償 方 案 。 這 是 保 育 海 洋 環 境 的 關 鍵 第 一 步 , 亦 代 表 著 本 會 和 支 持 者 再 次 取 得 保 育成 果 。但 我 們 的 工 作 不 會 就 此 完 結 。 要 確 保 法 例 能 為 人 類 發 展 及 環 境 帶 來 長 遠 裨 益 , 我 們 必 須 採 取 一 連 串重 要 的 跟 進 工 作 。 首 先 , 受 影 響 的 漁 民 需 要 接 受 再 培 訓 , 以 保 障 他 們 的 生 計 。 第 二 , 擴 展 香 港 的 海岸 公 園 範 圍 , 全 面 禁 止 區 內 的 商 業 捕 魚 活 動 , 讓 魚 群 可 以 休 養 生 息 , 加 速 漁 業 資 源 的 恢 復 。無 論 是 在 香 港 或 是 全 球 , 政 府 的 保 育 角 色 都 舉 足 輕 重 。 不 少 科 學 家 、 政 府 以 至 部 分 漁 業 界 人 士 , 都逐 步 意 識 到 過 度 捕 撈 , 對 曾 幾 何 時 十 分 豐 富 的 漁 業 資 源 所 帶 來 的 沉 重 壓 力 。 珊 瑚 大 三 角 的 專 題 故 事揭 示 我 們 需 要 採 取 大 規 模 的 保 育 行 動 , 方 能 確 保 下 一 代 可 繼 續 享 受 豐 富 的 海 洋 資 源 和 美 態 。消 費 者 在 這 個 議 題 上 同 樣 擔 當 重 要 的 角 色 。 我 們 應 盡 量 選 擇 食 用 在 可 持 續 管 理 下 生 產 的 魚 類 和海 鮮 。 為 什 麼 ? 因 為 如 果 我 們 不 立 即 行 動 , 下 一 代 就 要 承 受 一 個 失 衡 的 生 態 系 統 , 進 一 步 將 人 類 推向 絕 種 危 機 。In early June 2008 WWF presented a petition containing over 58,000 signatures to the ChiefExecutive of the HKSAR. The petition called for a policy of sustainable fishery managementto be implemented. The purpose is two-fold; first to protect the marine environment andsecond to ensure the future livelihood of the fishing community. We are pleased to adviseyou that the Government has legislated for a trawling ban in Hong Kong waters, with Legcoapproving the compensation package on 10 June 2011. This is an important first step topreserve the marine environment. The enactment of the legislation is a major conservationachievement for WWF and its supporters.But the work is not finished. There are important next steps that must be undertakento ensure the legislation represents a long term solution for the benefit of both humandevelopment and the environment. Firstly, the affected fishers need retraining to maintaintheir livelihood. Secondly, the marine park system should be expanded and fishing in themtotally banned to allow the parts to become nurseries to speed the replenishment process offish stocks.The role of Government is very important in this work, not only in Hong Kong but alsoglobally. There is an increasing awareness amongst scientists, some government leaders andto a lesser extent the fishing industry itself that once abundant fish stocks are now undersevere stress caused by over fishing. Our article on the Coral Triangle Initiative reveals themagnitude of the work that needs to be done to ensure that future generations are able toenjoy both the abundance as well as the beauty of our oceans.We as consumers also have a crucial role to play in this issue. We need be aware that weshould try our best to consume fish and seafood that is sustainably managed. Why? Becauseif we do not act now, future generations will inherit a damaged marine ecosystem.
