We are in those conversations <strong>and</strong> it is on the agenda. If you look atthe budget this year in terms <strong>of</strong> a stop light – it is yellow this year right now.What happens in Washington in November may have some influence. It ison our radar screen.VII.Approval <strong>of</strong> FY 2012-13 Capital Outlay <strong>and</strong> Capital Maintenance Projects—Action Item (Exhibit 5 <strong>and</strong> 6)—Chair Talbott introduced the next item,approval <strong>of</strong> FY 2012-13 Capital Outlay <strong>and</strong> Capital Maintenance <strong>and</strong> askedInterim Chief Financial Officer to present. Mr. Peccolo told the Committeethat there were two schedules in the materials. He then went over the CapitalOutlay <strong>and</strong> stated that they have received input from the campuses as to theirneeds <strong>and</strong> priorities. We have merged them into one list with theconcurrence <strong>of</strong> all the campuses as to what our listing <strong>and</strong> priorities are.Typically the way this works is we have a deadline in September to sendpreliminary figures to the Tennessee Higher Education Commission (THEC).We then present to the <strong>Board</strong> a detailed schedule to consider <strong>and</strong> approve<strong>and</strong> then we formalize the list that had already been submitted to THEC. <strong>The</strong>difference this year is that THEC has asked the <strong>University</strong> <strong>and</strong> the <strong>Board</strong> <strong>of</strong>Regents to make a fresh assessment <strong>of</strong> capital outlay <strong>and</strong> capital maintenancerequests. <strong>The</strong>y want us to assess these requests in light <strong>of</strong> the outcomesfeature <strong>of</strong> the Complete College Tennessee Act. Hopefully, the higher rankedoutlay <strong>and</strong> maintenance projects that would directly affect the outcomesbased variables <strong>of</strong> the Complete College Tennessee Act. <strong>The</strong> deadline isDecember 9, 2011 to accomplish this. We have assessed these projects <strong>and</strong>have identified how they impact the Complete College Tennessee Act. <strong>The</strong>attached schedules are our priorities <strong>and</strong> you will notice it is heavily frontendloaded. <strong>The</strong>re is ongoing discussion among THEC <strong>and</strong> the two educationsystems’ administration about the dire need for capital funding for highereducation. We don’t know how it will turn out but we presume becauseTHEC has delayed our submission to December 9 that there is an activediscussion going out about some improvement dollars for higher education.We ask that this listing be approved by this <strong>Board</strong> realizing that as wecontinue the discussions with THEC <strong>and</strong> the administration that some <strong>of</strong> thismaybe reordered or changed a bit depending on how the program finallygets established <strong>and</strong> evaluated. If the <strong>Board</strong> considers approving this, we willcome back to the Executive <strong>and</strong> Compensation Committee once the finalsubmission is ready to be sent to THEC the first <strong>of</strong> December for theirapproval <strong>of</strong> any modifications to these lists.Chair Talbott called for any questions or comments <strong>and</strong> there were none.Trustee Anderson moved approval <strong>of</strong> the Capital Outlay <strong>and</strong> Capital1113
