<strong>Finance</strong> <strong>and</strong> <strong>Administration</strong> Committee - III. Minutes <strong>of</strong> Last Meeting1presented that the campus is receiving a gift from the City <strong>of</strong> Knoxville forthis right-<strong>of</strong>-way <strong>and</strong> manage it as an asset <strong>and</strong> asked Vice ChancellorCimino if that is what they are doing <strong>and</strong> he said that is exactly what thecampus is doing. Mr. Peccolo gave his apologies. Trustee Murphy statedthat technically it is not a gift. <strong>The</strong> right-<strong>of</strong>-way is the right <strong>of</strong> the City touse the road. <strong>The</strong> <strong>University</strong> already owns the reversionary interest <strong>and</strong>when they close the right-<strong>of</strong>-way what they are doing is they are givingup the rights to the public to use it as a public street <strong>and</strong> when you do thatit reverts automatically back to the owner which is the <strong>University</strong>.Basically what they are doing is they are ab<strong>and</strong>oning the public right-<strong>of</strong>way.Vice Chair Stansberry then asked if we had to allow the City <strong>of</strong>Knoxville to do that. Trustee Murphy said that technically an adjacentowner can have a claim if they don’t agree to the ab<strong>and</strong>onment. <strong>The</strong> City<strong>of</strong> Knoxville would probably not ab<strong>and</strong>on it if the <strong>University</strong> did notagree to it.Vice Chair Stansberry moved approval <strong>of</strong> the right-<strong>of</strong>-way closure <strong>of</strong> TeeMartin Drive on the campus <strong>of</strong> the <strong>University</strong> <strong>of</strong> Tennessee, Knoxville inKnox County; seconded by Trustee Anderson <strong>and</strong> approvedunanimously.B. Greenway Trail Easement on Sutherl<strong>and</strong> Avenue–UT Knoxville–InterimCFO Peccolo explained that this item was a conveyance for the GreenwayTrail Easement on Sutherl<strong>and</strong> Avenue on the east boundary <strong>of</strong> theplayfields <strong>and</strong> is a benefit to the <strong>University</strong> for the Recreational Area. <strong>The</strong>Greenway will connect the residential, commercial, retail, <strong>and</strong> park areasalong a very scenic corridor to the Foothills <strong>of</strong> the Great SmokyMountains. No further consideration is requested due to the mutualbenefit to the <strong>University</strong> <strong>and</strong> the City <strong>of</strong> Knoxville. Chair Talbott asked ifthis Greenway was part <strong>of</strong> the Bike Pass <strong>and</strong> Mr. Peccolo replied yes.Trustee Foy moved approval <strong>of</strong> the conveyance <strong>of</strong> a Greenway TrailEasement on Sutherl<strong>and</strong> Avenue to the City <strong>of</strong> Knoxville; seconded byTrustee Tanner <strong>and</strong> approved unanimously.C. Metron Building Easement–UT Knoxville–Interim CFO Peccolo explainedUT Knoxville <strong>and</strong> the Knoxville Utilities <strong>Board</strong> (KUB) propose exp<strong>and</strong>ingthe existing permanent easement to install <strong>and</strong> maintain a high pressuredgas line <strong>and</strong> regulator. KUB seeks authorization to enter upon, replace,install <strong>and</strong> maintain the gas line. <strong>The</strong> easement is irregular in shape <strong>and</strong>length, 25 feet+/- in width <strong>and</strong> contains approximately 47,745+/- squarefeet, or 1.09+/- acres. Because the utility improvements benefit the<strong>University</strong> <strong>of</strong> Tennessee, Knoxville, there is not further considerationrequested. Vice Chair Stansberry moved approval <strong>of</strong> the conveyance <strong>of</strong>1416
