ON-FARMPRODUCTIVITYIncreas<strong>in</strong>g <strong>agricultural</strong> productivityamong smallholder farmers hasbeen the core of most national andmult<strong>in</strong>ational development <strong>in</strong>terventions,emphasiz<strong>in</strong>g improvedefficiency of labor, land, and other<strong>in</strong>puts, <strong>in</strong>clud<strong>in</strong>g water, <strong>in</strong> the productionof marketable crops, suchas staple food gra<strong>in</strong>s, livestock,and high-value fruits and vegetablesfor domestic, regional, andexport markets. For many years,the focus was on men, who, aspresumed and predom<strong>in</strong>ant headsof households, were the targets ofdevelopment assistance. Gradually,appreciation for women’s rolesand responsibilities <strong>in</strong> <strong>agricultural</strong>production led to better identificationof the <strong>gender</strong> differences thataffect the adoption and susta<strong>in</strong>abilityof <strong>agricultural</strong> <strong>in</strong>novationson smallholder farms and solutionsto address them. In recent years,as small farmers have become <strong>in</strong>corporated<strong>in</strong>to global networks ofproduction, process<strong>in</strong>g, and sales,a better understand<strong>in</strong>g is emerg<strong>in</strong>gof how <strong>gender</strong> differences affectproductivity <strong>in</strong> global value cha<strong>in</strong>s.Increased productivity can beachieved <strong>in</strong> many ways. Theapplication of science andtechnology to breed higher-yield<strong>in</strong>gor pest- or drought-resistantvarieties improves the productivityof labor and of seed. Improv<strong>in</strong>g thetim<strong>in</strong>g or sequenc<strong>in</strong>g of cultivationtasks and the application ofpesticides and fertilizers can alsoraise yields while reduc<strong>in</strong>g labor.Costs associated with the use offarm equipment can be recouped byga<strong>in</strong>s from cultivat<strong>in</strong>g larger acreagewith fewer hands. Improvements<strong>in</strong> postharvest storage by us<strong>in</strong>gtemperature and humiditycontrolledunits can reduce lossesto harvested production.Improv<strong>in</strong>g women’s on-farmproductivity must address thetime-poverty they face <strong>in</strong> balanc<strong>in</strong>gboth domestic and <strong>agricultural</strong>responsibilities. Document<strong>in</strong>g howwomen’s work <strong>in</strong> car<strong>in</strong>g for andreproduc<strong>in</strong>g the household makesvisible the way that value cha<strong>in</strong>–related activities are embedded<strong>in</strong> and shaped by <strong>in</strong>trahouseholddynamics. At the same time, GbCs toagriculture productivity are not onlythe product of the <strong>in</strong>trahouseholdrelations that govern householdpractices but are also a reflection ofthe <strong>in</strong>adequacies of public policiesthat affect how women and men aredifferentially able to access assetsand markets.Shehzad Noorani/The World Bank27
