PHASE ONE: MAPPING GENDER ROLESAND RELATIONS ALONG THE VALUE CHAINPhase One of the INGIA-VC process <strong>in</strong>cludes (1) mapp<strong>in</strong>g men’s and women’s participation and benefits along the cha<strong>in</strong>and (2) identify<strong>in</strong>g the factors that shape current <strong>gender</strong> roles and relations <strong>in</strong> value cha<strong>in</strong> operations. The process ofmapp<strong>in</strong>g the value cha<strong>in</strong>, <strong>in</strong> this Handbook, refers to the assembly and collection of <strong>gender</strong>-related data relevant to thevalue cha<strong>in</strong>, as well as the organization and presentation of that data. This mapp<strong>in</strong>g process <strong>in</strong>cludes both quantitativeand qualitative data collection. The quantitative-en<strong>gender</strong>ed mapp<strong>in</strong>g exercise helps practitioners determ<strong>in</strong>e laborallocation, returns, and ownership along the cha<strong>in</strong>. The qualitative mapp<strong>in</strong>g exercise complements the quantitative databy collect<strong>in</strong>g data on the factors that shape particular outcomes for men and women along the cha<strong>in</strong>. Quantitative andqualitative data collection efforts should use both primary and secondary sources. Secondary sources, such asproject documents, company records, or easily available government records, often conta<strong>in</strong> useful <strong>in</strong>formation onthe location of, and the nature and returns to, men and women throughout the value cha<strong>in</strong>. Information on <strong>gender</strong>differences, however, is often unavailable <strong>in</strong> exist<strong>in</strong>g secondary sources. Interviews with key <strong>in</strong>formants and focusgroup discussions can provide needed detail to <strong>in</strong>form the <strong>gender</strong>ed value cha<strong>in</strong> analysis.QUANTITATIVE DATA COLLECTIONMapp<strong>in</strong>g Quantitative Gender InformationMapp<strong>in</strong>g helps practitioners understand men’s and women’s differ<strong>in</strong>g levels of participation and returns <strong>in</strong> valuecha<strong>in</strong>s. At a m<strong>in</strong>imum, a value cha<strong>in</strong> map should disaggregate participants by sex. A value cha<strong>in</strong> mapp<strong>in</strong>g exercisecan also show much more, by illustrat<strong>in</strong>g known <strong>gender</strong> roles and relationships as a start<strong>in</strong>g po<strong>in</strong>t and then identify<strong>in</strong>gthe location and extent of <strong>gender</strong> <strong>in</strong>equalities along the cha<strong>in</strong>.RELATING PHASE ONE TO OTHER PROJECT DATA COLLECTION EFFORTSThe data collection methods and pr<strong>in</strong>ciples outl<strong>in</strong>ed <strong>in</strong> Phase One can be applied to other data collection efforts <strong>in</strong>the project cycle.✪✪ Basel<strong>in</strong>e assessments. F<strong>in</strong>d<strong>in</strong>g out where men and women are located <strong>in</strong> project target areas and what they do,will facilitate the establishment of realistic targets, by sex, for projects.✪✪ Gender assessments. The INGIA-VC process is a type of <strong>gender</strong> assessment that can be conducted tocomplement the quantitative data by reveal<strong>in</strong>g <strong>gender</strong>-based constra<strong>in</strong>ts and provid<strong>in</strong>g <strong>in</strong>formation for thedesign of activities. This process can be modified and conducted at a midpo<strong>in</strong>t <strong>in</strong> the project to captureadvances and recurr<strong>in</strong>g challenges.✪✪ Ongo<strong>in</strong>g technical assistance. The <strong>in</strong>terview guide provides a range of questions that can be used periodicallywith different actors to ga<strong>in</strong> <strong>in</strong>sights <strong>in</strong>to how <strong>gender</strong> issues may pose challenges or create <strong>opportunities</strong> forimprov<strong>in</strong>g relations along the value cha<strong>in</strong>.73
