CHAPTER 3<strong>MCAS</strong> MIRAMAR POLICIES AND MAPS3.3.3 Measures of Noise <strong>Compatibility</strong>: The criteria in Table MIR-1 indicate the maximum acceptableairport-related noise levels, measured in terms of CNEL, for residential and variousnonresidential land uses.3.3.4 Factors Considered in Setting Noise <strong>Compatibility</strong> Criteria: The principal factors considered in settingnoise compatibility criteria for <strong>MCAS</strong> <strong>Miramar</strong> are:(a)(b)(c)(d)(e)(f)(g)The noise compatibility recommendations set forth in the AICUZ.The California state law (Pub. Util. Code, §21675(b)) requirement that compatibilityplans for military airports "shall be consistent with the safety and noise standards in theAir Installation Compatible <strong>Use</strong> Zone prepared for that military airport."The ambient noise levels in the community. Ambient noise levels influence thepotential intrusiveness of aircraft noise upon a particular land use and vary greatlybetween rural, suburban, and urban communities. For the purposes of this <strong>Compatibility</strong><strong>Plan</strong>, the communities within the <strong>MCAS</strong> <strong>Miramar</strong> AIA are considered urbancommunities.The extent to which noise would intrude upon and interrupt the activity associated witha particular use.The extent to which the activity itself generates noise.The extent of outdoor activity associated with a particular land use.The extent to which indoor uses associated with a particular land use may be madecompatible with application of sound attenuation in accordance with Policy 3.3.7.3.3.5 Acceptable Noise Levels for Specific Types of <strong>Land</strong> <strong>Use</strong> Development: The threshold for <strong>MCAS</strong> <strong>Miramar</strong>noise impact evaluation is the projected CNEL 60 dB contour. This contour defines the noiseimpact area of <strong>MCAS</strong> <strong>Miramar</strong>. The majority of land uses located outside this noise contourare consistent with the noise compatibility policies of this section. The federal property thatcomprises <strong>MCAS</strong> <strong>Miramar</strong> is not part of the noise impact area subject to the policies of this<strong>Compatibility</strong> <strong>Plan</strong>.(a) The maximum airport-related noise level considered compatible for new residentialdevelopment in the environs of <strong>MCAS</strong> <strong>Miramar</strong> is CNEL 65 dB.(b) The compatibility of new nonresidential development with noise levels generated by the<strong>Airport</strong> is indicated in Table MIR-1.(1) If indicated in Table MIR-1, structures associated with land uses listed as"conditional" must add sound attenuation, as necessary, to meet the interiornoise level standards indicated in the table and in Policy 3.3.7.(2) Certain noise-sensitive outdoor uses are listed as "conditional" in Table MIR-1(see Chapter 2 and Table MIR-1 footnote for definition of sensitive land uses).These uses are likely to be disrupted by aircraft noise events. Caution should beexercised with regard to site selection and design of these uses. Acceptability isdependent upon characteristics of the specific use.(3) <strong>Land</strong> uses not specifically listed shall be evaluated using the criteria for similarlisted uses, as determined by ALUC staff.3–4 <strong>MCAS</strong> <strong>Miramar</strong> <strong>Airport</strong> <strong>Land</strong> <strong>Use</strong> <strong>Compatibility</strong> <strong>Plan</strong> (Adopted October 2008 Amended December 2010 and November 2011)
