<strong>MCAS</strong> MIRAMAR POLICIES AND MAPS CHAPTER 33.3.6 Parcels Located Within 2 or More Noise Exposure Contours: Noise contours shall be utilized asfollows in assessing the proposed use of a specific development site.(a)(b)Where no part of the building(s) proposed on the site fall within the higher CNELrange, the criteria for the CNEL range where the proposed building(s) are located shallapply for the purposes of evaluating the compatibility of the proposed uses and fordetermining sound attenuation and other requirements.Where the proposed building(s) fall within multiple CNEL ranges, the criteria for thehighest CNEL range where the proposed building(s) are located shall apply forpurposes of evaluating the compatibility of the proposed use and for the purposes ofdetermining sound attenuation and other requirements.3.3.7 Interior Noise Levels: <strong>Land</strong> uses for which indoor activities may be easily disrupted by noise shallbe required to comply with the interior noise level criteria indicated in Table MIR-1.(a)(b)(c)The airport-related noise contours depicted in Map MIR-1 shall be used in calculatingcompliance with these criteria.(1) The calculations should assume that windows are closed.(2) For the purposes of this <strong>Compatibility</strong> <strong>Plan</strong>, only airport-related noise need beconsidered in determining compliance with the specified interior noise levelcriteria. The California Building Code requires that new hotels, motels,dormitories, apartment houses, and dwellings other than detached single-familyresidences located in areas that exceed CNEL 60 dB provide sound attenuationto ensure interior noise levels are not higher than CNEL 45 dB in any habitableroom. All exterior noise sources are considered in determining compliance withthis state requirement, not just airport noise. Policies of local agencies may extendthis criterion to single-family residences.Where Table MIR-1 indicates that buildings associated with a particular land use mustbe capable of attenuating exterior noise to the specified maximum interior noise level,acoustical data documenting that the structure will be designed to comply with thecriterion shall be provided.Exceptions to the interior noise level criteria in this policy may be allowed whereevidence is provided that the indoor noise generated by the use itself exceeds the listedcriteria.3.3.8 <strong>Airport</strong> Expansion: For civilian airports, state law requires that the ALUC review airport masterplans and certain other plans for airport expansion to determine whether such plans wouldresult in increased impacts on surrounding land uses. The ALUC does not have this authoritywith respect to military airports. Expansion or change of aircraft activity at <strong>MCAS</strong> <strong>Miramar</strong>,including changes that could result in increased noise impacts, is not subject to review by theALUC.<strong>MCAS</strong> <strong>Miramar</strong> <strong>Airport</strong> <strong>Land</strong> <strong>Use</strong> <strong>Compatibility</strong> <strong>Plan</strong> (Adopted October 2008 Amended December 2010 and November 2011) 3–5
