Under GATSproviders of travel and tour related services try to expand their businessin destination countries and thus compete with the local providers whois in no way able to put up a fight with the foreign providers. Technologytransfer is expensive and Involves crores of money, putting thedeveloping countries at a disadvantage. Availability of outdated anddepleted technology and lack of technological know-how, thus fails toclose the gap between the local providers and the foreign operators.Under the National Treatment, treating the domestic and foreignsuppliers equally will place the locals at a disadvantage. Subsidies andtax benefits, which are major incentives for development of domesticindustries, will have to be shared with the foreign suppliers In otherwords it takes away the right of selective promotion enjoyed by thedomestic industries. Reduction of few local equity shares will no doubtpromote further concentration and integration. Relaxing the terms andconditions for the foreign suppliE:is and treating them at equal footingwill place the local providers at an inconvenience. Highways, oversizedhigh-end airports may be far from the reach and needs of the localcommunities who may wish to participate in the benefits of tcurism. Thus we see present economic priorities and tourism policy of thegovernment is more in consonance with the international agreements57
