<strong>2008</strong> <strong>Wisconsin</strong> <strong>Conference</strong> <strong>Journal</strong>10.10.0 Apportionment Adjustment10.10.l Purpose-The goal of the <strong>Wisconsin</strong> <strong>Conference</strong> is to have every church participatefully in the mission of The <strong>United</strong> Methodist Church by paying 100 percent of itsapportionment asking.The purpose of the Apportionment Adjustment procedure is to assist churcheswhich have not paid their apportionments in full to develop a plan for fullapportionment payment in the future.10.10.2 Applicants-A church becomes a potential recipient of an ApportionmentAdjustment when the church did not pay its apportionment in full during the pastyear or anticipates its inability to pay its apportionment in full for the current orcoming year.10.10.3 Process-The first step for the local church in the process of obtaining anApportionment Adjustment is completion of the Apportionment Adjustmentrequest form. This form must be approved by the Finance Committee and theAdministrative Board/Council. Copies of the minutes from each of those agenciesshould be included with the Apportionment Adjustment request, along with acopy of an audit report for the last fiscal year and the most recent year-to-dateTreasurer’s report. A statement for the reason for the Apportionment AdjustmentRequest should also be attached. These documents are then sent to the DistrictSuperintendent.a. Upon receipt of an Apportionment Adjustment Request from a local church,the District Superintendent will initiate intervention measures which willinvolve a team of two or three persons from that district. That team will meetwith representatives of the local church to assist them in developing a plan toreturn to full apportionment payment. That plan will include an outline of astewardship program and an evangelism/outreach program. (ApportionmentAdjustments will not normally be granted for a period exceeding fouryears.)b. When the local church has developed their plan to return to full apportionmentpayments, that plan will be forwarded to the District Superintendent. TheDistrict Superintendent will then send the Apportionment AdjustmentRequest, including the local church plan, to the Financial Secretary of theBoard of Congregation and Circuit Development.c. The Apportionment Adjustment Request is reviewed and a revisedapportionment is established by the Board of Congregation and CircuitDevelopment and approved by the President of the Council on Finance andAdministration. Actions taken on the Apportionment Adjustment request shallbe communicated by the Financial Secretary of the Board of Congregationand Circuit Development to the Director of Finance and Administration, theDistrict Superintendent, and the local church.10.10.4 Follow up-A yearly report reflecting the progress made by the local church towardreturning to full involvement in the mission of the church, including financialsupport through full apportionment payments, shall be presented at the annualchurch/charge conference and forwarded to financial secretary of the Board ofCongregation and Circuit Development.Approved Apportionment Adjustments shall be indicated on the local churchbudget.322 Rules and Policies of the <strong>Wisconsin</strong> <strong>Conference</strong>
