<strong>2008</strong> <strong>Wisconsin</strong> <strong>Conference</strong> <strong>Journal</strong>110.4.0 Continuation of Equitable Compensation110.4.1 A charge may normally receive Equitable Compensation support for no more thanfive consecutive years, with an annual reduction of 20% of the original requesteach year.110.4.2 If the Bishop and Cabinet find it advisable to continue an appointment requiringEquitable Compensation beyond the normal schedule of five consecutive years,this may be granted upon request of the Cabinet and approval by the Commission,for a maximum of three (3) additional years.120.0.0 Group Health Insurance Policy120.1.1 Participation. Beginning January 1, 1999 all 3/4 and full-time pastoral chargesand pastors are required to participate in the health insurance plan.120.1.2 Church Contributions. Beginning January 1, 2003 churches shall contribute atleast 72% of monthly universal premium for every person under appointment thatis serving at least ¾ time in the local church. All participating pastoral chargeswill pay the same premium for every pastor, regardless of single or married status,or number of dependents.120.1.3 Premium Changes. The Joint Board of Pensions, Insurance and EquitableCompensation shall adjust the premium rates when financially necessary.120.1.4 Lay employees of the <strong>Conference</strong> and the local churches may be enrolled into the<strong>Conference</strong> Group Insurance Program. Such employees must work 30 hours perweek or more. Local churches will be billed for 100% of applicable premium peremployee. Enrollment must be within 30 days of employment.120.1.5 Surviving spouse of an Active Clergy Person. In the event of the death of afulltime, active (not retired), clergy member under appointment serving a localcharge in the <strong>Wisconsin</strong> <strong>Conference</strong> and enrolled in the <strong>Conference</strong> HealthInsurance Plan at the time of death, at the request of the District Superintendentthe Joint Board will pay from the Emergency Hardship Account the total healthinsurance premiums in full for three months and will pay 50% of the premiums fornine additional months for surviving spouse and dependent children. Followingthis twelve-month period, the surviving spouse is eligible to participate in the<strong>Conference</strong> Health Insurance Plan, and shall receive a subsidy equal to the amountthat a surviving spouse would receive if the clergy had died during retirement afterage 65 provided that the clergy was a member of the Annual <strong>Conference</strong> prior toDecember 31, 2009. Such payment shall come from the Emergency Hardshipaccount.120.1.6 The <strong>Wisconsin</strong> Annual <strong>Conference</strong> will fund retiree health insurance premiumsfor participating pastors and lay employees of the <strong>Wisconsin</strong> Annual <strong>Conference</strong>who formally retired after December 31, 1998, based on years of service in the<strong>United</strong> Methodist or other Methodist denominations as outlined below. (Thosewho retired on or before December 31, 1998 will be treated as having at least 25years of service.)a. Beginning January 1, 2009 the <strong>Wisconsin</strong> Annual <strong>Conference</strong> will subsidizethe Medicare Supplemental Health Insurance premium for 1) those clergymembers of the <strong>Wisconsin</strong> Annual <strong>Conference</strong> and their spouses who weremembers prior to December 31, 2009, based on their years of service; and 2)<strong>Wisconsin</strong> <strong>Conference</strong> lay employees for whom the <strong>Wisconsin</strong> <strong>Conference</strong>340 Rules and Policies of the <strong>Wisconsin</strong> <strong>Conference</strong>
