NAVSUPINST <strong>4200.94</strong>29 June 1999delegation of authority shall identify the transaction typeauthorized (i.e., over-the-counter, telephone orders or via theinternet).e. Using the Purchase Card(1) Prior to making an award, the cardholder must;(a) Ensure that sufficient funds are committed bythe financial manager and available to accomplish thetransaction. Activities should, to the maximum extentpracticable, minimize the steps for funds certification andapprovals. If the activity can ensure funds certification andapproval for specific purchases or classes of purchases (i.e.office supplies, information technology, etc.) a formal purchaserequest is not required.(b) Screen all requirements for their availabilityfrom the statutory sources of supply (i.e. JWOD/UNICOR) and(enclosure 1). Cardholders shall document the manual orautomated purchase card log with evidence of screeningperformed.(c) Document the solicitation information (price anddelivery quotation) received from the contractor. This can beaccomplished on a telecon record, buyer’s abstract or thepurchase card log. A sample log showing the minimum requireddocumentation is found at the end of this chapter.(d) Evaluate the price to determine if it is fairand reasonable. If the quoted price is fair and reasonable, thecardholder should proceed with the purchase of the supplies orservices.(2) Making an award with the purchase card may beaccomplished as follows;(a) Over-the-counter. The cardholder can go to thevendor’s location or place of business to make the purchase.(b) Over-the-phone. The cardholder can call thevendor and order the supplies. The contractor can then deliverthe supplies or prepare the order for government pickup ifauthorized.(c) Via the internet. Cardholders may place ordersvia the internet if authorized by their commands. Whenpurchasing/ordering via the internet, cardholders should ensurethat appropriate account safeguarding measures are taken. Useridentification, authentication and encryption of data are1-9
