NAVSUPINST 4200.9429 June 1999LIST OF PROHIBITED AND SPECIAL ATTENTION ITEMS RELATED TOPURCHASE CARD BUYSAdvance PaymentsGeneral rule: Except for requirements such as subscriptions forpublications (i.e. Navy Times, Federal Contracts Reporter,Commercial Clearing House Inc, etc.) and post office box rentalsadvance payments are prohibited.AdvertisingGeneral rule: Unless specific approvals have been obtainedadvertising contract actions are not authorized in accordancewith the Navy Acquisition Procedures Supplement (NAPS).Exception: The Chief of Naval Personnel has authorized anincrease from $1,000 to $2,500 for the specific mediaadvertising purchase limit for Commanding Officers of NavyRecruiting Districts to commensurate with the current micropurchasethreshold.
