NAVSUPINST <strong>4200.94</strong>29 June 1999HAZMAT and Hazardous Waste DisposalGeneral rule: Except for commonly-used hazardous material thepurchase of HAZMAT by cardholders is prohibited. (See Chapter 1of this <strong>instruction</strong>)Incentive Music and EquipmentGeneral rule: Except for specifically programmed music, thepurchase of music and equipment for broadcasting (inc. radios,automatic record players or phonographic records) for entertainmentpurposes is generally not authorized.Exception: Specifically programmed music may be purchased basedon a written determination by the commanding officer describinghow the acquisition would improve morale, benefit the command,etc., and thereby qualify as a necessary expense under thenecessary expense rules. This prohibition also does notpreclude the expenditure of appropriated funds for the purchaseof a public address system required for intra-stationcommunication.Lodging and MealsGeneral rule: Purchase cardholders are prohibited from usingtheir purchase cards for the payment of lodging and meals foremployees on temporary duty.Exception: Certain reserve activities are authorized to buymeals for Naval reservists during drill activities.LuggageGeneral rule: The purchase of luggage for employees/servicemembers to carry personal belongings while on travel orders isgenerally not authorized.Exception: Seabags issued to service members and briefcases,etc., furnished for the express purpose of carrying officialdocuments associated with the duties of the service member oremployee.Medical and Dental Care From Civilian Non-Federal SourcesGeneral rule: Purchase cardholders shall not use their cardsfor payment of medical and dental services.Membership DuesGeneral rule: Except for membership dues which solely benefitthe agency or activity the purchase of club, association,organization and other related memberships are prohibited.Exception: The use of appropriated funds for membership dues ofan activity or agency is permissible if the membershipcontributes to the fulfillment of the mission of the activity oragency.Enclosure (1) 6
