MRVP also provides incentives for housingdevelopers to build units that are affordable to low-income households. According tothe Massachusetts Office of <strong>Housing</strong> and Economic Development, the MRVP programcurrently leases 4,930 homes and is seeking to create an additional 2,000 housing unitsto be made available to low-income families, seniors and individuals with disabilities.Arizona Department of <strong>Housing</strong>/Arizona <strong>Housing</strong> <strong>Finance</strong> <strong>Agency</strong>• The Qualified Allocation <strong>Plan</strong> (QAP) give additional points (Up to 20 points) if thedeveloper agrees to set-aside units for populations at or below 40 percent AMI. Adeveloper can receive 20 points if they designate 35 percent of the units in the projectto populations at 40 percent AMI.Virginia <strong>Housing</strong> Development Authority• The Qualified Allocation <strong>Plan</strong> (QAP) gives 60 points to the developer who choosesto reserve the greater of 5 units or 10 percent of the units for rental assistance topopulations at or below 30 percent AMI.Tenant “Source of Income” Discrimination Legislation• Thirteen states have legislation that prohibits discrimination against people becauseof the source of their income. Under these laws landlords cannot refuse an applicantbecause their income includes Social Security or other government benefits or becausethey have a <strong>Housing</strong> Choice Voucher to help pay the rent. In addition to the states,many cities have adopted such legislation including Los Angeles, New York, Philadelphia,86
