These laws allow communities to becomemore diverse and allow people of low income the benefit of a successful community.In addition, it opens the rental market and increases the supply and quality of housingavailable to very low income tenants with rental assistance vouchers.<strong>Ohio</strong>’s proposed Unified Long Term Care Budget• <strong>Ohio</strong> has submitted a Cost-Effective Consumer-friendly Long-term Services and SupportSystem to Governor Strickland. The Unified Budget workgroup consisted of over 300individuals representing consumers, providers, advocates, state agencies, local entities,and interested stakeholders. Within the proposal, recommendations were given topropose a new budgeting process. Within this budget process it will allow for moreflexibility in how we will be able to serve our consumers.• With a single Unified Long Term Care Budget the ability to collaborate with other stateagencies to serve our consumers become more attainable.Recommendations for <strong>Annual</strong> <strong>Plan</strong> Advisory Board:• Recommend the State of <strong>Ohio</strong> support the initiative of an <strong>Ohio</strong> Unified Long TermCare Budget/Money Follows the Person to open possible collaboration with other stateagencies.• Recommend the State of <strong>Ohio</strong> to use the National <strong>Housing</strong> Trust Fund to establisha sustainable rental assistance program within the Low Income <strong>Housing</strong> Tax CreditProgram.• Recommend that <strong>Ohio</strong> support the initiative of broader geographical dispersion offamily’s with rental assistance vouchers.• Recommend <strong>OHFA</strong> create a plan that allows 10 percent of a project to have anextremely low income targeting (Additional Income Targeting) to 18 percent AMI andplan for these lower rent units to be sustainable for the full compliance period of theproject (Additional operating funds, flexibility of the developer to raise the rents in theother units etc).• Recommend the State of <strong>Ohio</strong> to study a short-term subsidy program for Home Choice(formerly known as “Money Follows the Person”) participants.87
