Once land is developed and streets and buildings are constructed,the basic character of this addition to the County has become firmly established.It is then virtually impossible to exchange the character without substantialexpense, such as encountered in redevelopment projects.• To encourage well planned subdivisions by establishing adequatestandards for construction and design;• To discourage inferior developments which might adversely affectthe local tax-base;• To secure the rights for the public with respect to streets andUtilities;• To improve land records by establishing standards for surveys andplats;• To provide common grounds of understanding between thedeveloper and local government agencies;• To safeguard the interests of the homeowner, the public, thedeveloper, and the various local government agencies.2-53
