19. CHANGES TO SALARY STRUCTUREThe Polytechnic shall consult with <strong>the</strong> Union and take in<strong>to</strong>consideration <strong>the</strong> inputs of <strong>the</strong> Union before making any change <strong>to</strong>salary structure affecting <strong>the</strong> grades of academic staff covered andduring <strong>the</strong> tenure of th<strong>is</strong> Agreement.20. ANNUAL INCREMENT(1) Performance-based merit increments (MI) will replace senioritybasedfixed annual increments. The key features of <strong>the</strong> MeritIncrement matrices are as follows - A tiered increment fac<strong>to</strong>r willbe applied across <strong>the</strong> various levels. For <strong>the</strong> junior levels, amore competitive fac<strong>to</strong>r will be applied for retention purposeswhile a smaller increment fac<strong>to</strong>r <strong>is</strong> applied for <strong>the</strong> senior levels <strong>to</strong>place greater focus on variable compensation i.e. PerformanceBonus (PB).(2) A built-in Market Increment Fac<strong>to</strong>r will be applied as an anchor <strong>to</strong>allow <strong>the</strong> polytechnic <strong>to</strong> respond faster <strong>to</strong> market movements.(3) MI for <strong>the</strong> <strong>to</strong>p 3 grades will be expressed in percentage term as areflection of <strong>the</strong> officer‟s salary while that for <strong>the</strong> bot<strong>to</strong>m 3 gradeswill expressed in fixed quantum.(4) In general, base MI rates will be close <strong>to</strong> <strong>the</strong> ex<strong>is</strong>ting incrementquantum.(5) „D‟ and „E‟ performers will not be eligible for MI.21. PROMOTION INCREMENT(1) Promotion Increment will be a percentage of base salary or aquantum which will be awarded over and above <strong>the</strong> meritincrement in recognition of individual performance and ability <strong>to</strong>perform a larger job scope at a higher grade.
