(3) Procedure(a) Staff GrievanceStep 1 An employee having a grievance shall first referthe matter, verbally to his immediate supervisor.The supervisor shall investigate into the groundsof the grievance and resolve the matter. However,if the employee believes that his grievance has notbeen resolved to his satisfaction, he may put it inwriting to his immediate supervisor through the“Staff Grievance Form” (see Annex A). If thegrievance is against his immediate supervisor, hemay refer the matter to the supervisor at the nextreporting level. The supervisor shall investigateinto the grounds of the grievance and resolve thematter. A report shall be kept in the School/Division for information and copies given to theHuman Resource Division and the Union toenable them to monitor and foster harmoniousindustrial relations in the Polytechnic as a whole.Step 2 If the grievance is not resolved at Step 1, theemployee may refer the matter to the Union.Union officials authorised by the Union ExecutiveCouncil may take up the matter with the Directorof Human Resources.Step 3 If the matter is not resolved after Step 2, the Unionshall request a Union/Management meeting todiscuss the matter.Step 4 In the event of there being no settlement afterStep 3, the matter shall be referred to the Ministryof Manpower for conciliation. (b)Grievance of a General NatureStep 1 A grievance of a general nature between theUnion and the Polytechnic may be referred by theUnion to the attention of the Director of HumanResources.Step 2 If the matter is not resolved after Step 1, the Unionshall request a Union/Management meeting todiscuss the matter.Step 3 In the event of there being no settlement afterStep 2, the matter shall be referred to the Ministryof Manpower for conciliation. REFEREEAny dispute between the parties hereto in respect of the terms of thisAgreement while it is in force and arising out of its operation shall bereferred by either party to the President of the Industrial ArbitrationCourt who shall have the discretion to select a referee appointed inaccordance with section 43 of the Industrial Relations Act to determinethe dispute.IIGENERAL TERMS AND CONDITIONS OF EMPLOYMENT10.
