33. NO-PAY LEAVE(1) Subject to exigencies of service, an employee may be grantedno-pay leave for the following circumstances -(a) private matters (bereavement, look after sick child / parent /grandparent / spouse, marriage, pilgrimage to Mecca);(b) medical grounds;(c) childbirth for a female employee who is not eligible for paidmaternity leave;(d) accompany his spouse who is posted overseas;(e) set up a company to commercialise an invention/productdeveloped by the employee;(f) attend professional development programmes that are notsponsored by the Polytechnic;(g) any other reason not listed above (to be considered on acase to case basis).(2) Subject to exigencies of service, a female employee may begranted no-pay leave to look after her child up to a maximum of 1year at a time and 4 years during her service.(3) Subject to exigencies of service, no-pay leave may be grantedwhen an employee has consumed all her annual leave.34. HALF-DAY LEAVE(1) An employee may be allowed to take half-day leave either in themorning or afternoon, subject to exigencies of service.(2) Half-day leave taken on the eve of public holiday which is a halfworking day shall be treated as one day.35. LEAVE ON ACCOUNT OF TUBERCULOSIS,LEPROSY, MENTAL ILLNESS(1) An employee who is certified to be suffering from tuberculosis,leprosy or mental illness shall be eligible for sick leave on full payfor the periods prescribed in the medical certificates provided thatthe leave so granted shall not exceed a maximum of 270 days.CA 75 of 2011 Page 16 of 61Ngee Ann Polytechnic Academic Staff Agreement, 2011ASCA( NC 290711)
This leave shall commence when the employee commences histreatment at the hospital/clinic. Any sick leave on full-paygranted prior to the date of commencement of treatment shall bedisregarded for calculating the maximum period allowed in thissub-clause provided that he did not unreasonably delay thecommencement of treatment.(2) An employee shall not be permitted to resume duty until theissue of a “Fit” certificate by a medical officer.(3) If treatment continues beyond 270 days, the Polytechnic shallcall for a report from the medical officer-in-charge of the case onthe likelihood of the ultimate recovery of the employeeconcerned, and shall then proceed as follows -(a) If in the opinion of the medical officer, the prognosisappears favourable, the Polytechnic shall grant theemployee further sick leave on full pay up to a period notexceeding 90 days.(b) If in the opinion of the medical officer, the employeeappears to be permanently unfit for further service, thePolytechnic shall convene a Medical Board. ThePolytechnic shall make its decision on the report of theMedical Board.(c) The Medical Board shall comprise such members and havesuch terms of reference as may be determined by thePolytechnic.36. UNRECORDED LEAVE TO ATTEND APPROVEDTRADE UNION COURSES/CONFERENCE AND SEMINARThe Polytechnic shall, subject to exigencies of service grantunrecorded leave on full pay to all Union members to enable them toattend trade union courses, conferences, and seminars organised orsponsored by the Union or the NTUC.CA 75 of 2011 Page 17 of 61Ngee Ann Polytechnic Academic Staff Agreement, 2011ASCA( NC 290711)
