The question thus becomes whether or not these peoplewill remain in some form of relatively large-scale institutionalisedaccommodation, or in an alternative form of accommodation.In 2004, at Minda Incorporated, the number of people accommodated atthe central Brighton campus was 317. 324 By 2009, this figure had declined to244. 325 However, recent strategic planning, articulated through the Master Plandevelopment plan, whilst indicating a commitment to developing its communityaccommodation facilities, also details a wholesale commitment to entrenchingMinda’s capacity to maintain sizeable accommodation numbers at its mainBrighton campus for the foreseeable future. In 2010, the then Minda CEO stated,in reference to the main Brighton campus:Many of the existing facilities on site, including accommodation,were built more than 50 years ago and are now outdated for theprovision of high quality support. The endorsement of the MasterPlan for Minda’s Brighton site allows for the delivery of new,purpose-built housing and facilities of the highest standards … 326Such strategic planning is still regarded by the institution as a form ofdeinstitutionalisation inasmuch as it is promoted as providing ‘village style’accommodation and services. 327 However, in reality, it remains a form ofinstitutionalisation in that it fails to de-congregate its accommodation facilitiesand other services.Furthermore, it was only in 1999 that Minda developed, at its principalBrighton site, a modern nursing home complex, the Pat Kaufmann Centre,providing single-room accommodation for a maximum of 48 elderly and frailpeople <strong>with</strong> an intellectual disability. The people are accommodated in one offive eight-person accommodation ‘houses,’ each managed by a staff team.Additionally, up to eight people can be accommodated in an attached ClinicalHealth Care Unit for those requiring critical care.
