Journal of Child <strong>and</strong> FamilyStudies, 12, 135-156.Population: Military youth (aged 4-16) whowere referred for servicesMethod: This study utilized a controlled design to test the efficacy of thewraparound process <strong>in</strong> a sample of youth (aged 4-16) years who were dependentsof members of the military <strong>and</strong> were referred for services. The study compared asample of families who had been referred to a Department of Defense m<strong>and</strong>atedwraparound demonstration implementation (n=71) to a sample who were referred tothe demonstration <strong>and</strong> refused or were <strong>in</strong>eligible on some criteria (n=40). Criteriafor <strong>in</strong>eligibility for wraparound services <strong>in</strong>cluded long-term residential treatment,persistent substance abuse, persistent, untreatable antisocial behavior <strong>and</strong>conviction of sexual perpetration or predatory behavior.Wraparound is a team-based plann<strong>in</strong>g process <strong>in</strong>tended to provide <strong>in</strong>dividualized<strong>and</strong> coord<strong>in</strong>ated family-driven care. Wraparound is designed to meet the complexneeds of children who are <strong>in</strong>volved with several child <strong>and</strong> family-serv<strong>in</strong>g systems(e.g. mental health, child welfare, juvenile justice, special education, etc.); who areat risk of placement <strong>in</strong> <strong>in</strong>stitutional sett<strong>in</strong>gs; <strong>and</strong> who experience emotional,behavioral, or mental health difficulties. The Wraparound process requires thatfamilies, providers, <strong>and</strong> key members of the family’s social support networkcollaborate to build a creative plan that responds to the particular needs of the child<strong>and</strong> family. Team members then implement the plan <strong>and</strong> cont<strong>in</strong>ue to meet regularlyto monitor progress <strong>and</strong> make adjustments to the plan as necessary. The teamcont<strong>in</strong>ues its work until members reach a consensus that a formal Wraparoundprocess is no longer needed.F<strong>in</strong>d<strong>in</strong>gs: Both groups showed some improvement, but there were no differencesbetween groups, on function<strong>in</strong>g, symptoms, life satisfaction, or serious events.Wraparound costs were greater, due to the use of expensive traditional services<strong>and</strong> addition of nontraditional services.Limitations: This study utilized a short time span.
