Tra<strong>in</strong><strong>in</strong>g of foster parents is also l<strong>in</strong>ked to foster parent satisfaction, <strong>in</strong>creasedlicens<strong>in</strong>g rates, foster parent retention, placement stability, <strong>and</strong> permanency. (See the QuickReference Guide for associations among these key child welfare outcomes <strong>and</strong> particular fosterparent tra<strong>in</strong><strong>in</strong>gs <strong>and</strong> support services.)Effective elements of foster parent tra<strong>in</strong><strong>in</strong>g programs <strong>in</strong>clude: <strong>in</strong>creas<strong>in</strong>g positive parentchild<strong>in</strong>teractions (<strong>in</strong> non-discipl<strong>in</strong>ary situations) <strong>and</strong> emotional communication skills; teach<strong>in</strong>gparents to use time out; <strong>and</strong> teach<strong>in</strong>g discipl<strong>in</strong>ary consistency (Kam<strong>in</strong>ski, Valle, Filene, & Boyle,2008). Tra<strong>in</strong><strong>in</strong>g programs that <strong>in</strong>corporate many partners (teachers, foster parents, socialworkers, etc.) with clearly def<strong>in</strong>ed roles appear to be the most promis<strong>in</strong>g <strong>in</strong> produc<strong>in</strong>g long termchange (i.e., MTFC, IY). Additionally, tra<strong>in</strong><strong>in</strong>g that is comprehensive <strong>in</strong> nature <strong>and</strong> <strong>in</strong>corporateseducation on attachment, <strong>and</strong> tra<strong>in</strong><strong>in</strong>g <strong>in</strong> behavior management methods appears promis<strong>in</strong>g ataddress<strong>in</strong>g the complex tra<strong>in</strong><strong>in</strong>g needs of treatment foster parents.Although a variety of foster parent tra<strong>in</strong><strong>in</strong>g programs currently exist, the review ofresearch leads us to believe that more rigorous studies are needed to evaluate the effectiveness ofemerg<strong>in</strong>g practices for both pre-service <strong>and</strong> <strong>in</strong>-service foster parent tra<strong>in</strong><strong>in</strong>gs. Few of the tra<strong>in</strong><strong>in</strong>gprograms <strong>in</strong> this report have been evaluated <strong>in</strong> a Treatment <strong>Foster</strong> Care sett<strong>in</strong>g.
