3. the vision Picnic Pavilion Lake Ellyn Park once was home to a large pavilion used for picnicking and social events. The pavilion was located on the north end of the park until it had to be removed due to vandalism. A new Pavilion is proposed to be constructed in the current picnic area on the northwest side of the park. The Pavilion will have historic influence of the original pavilion and Boathouse as well as design styles of other new structures in the park such as the restroom facility and trash enclosure. 3. the vision c. Implementation 1. Phasing & costs The master plan for Lake Ellyn Park is based upon a long-term vision, and the proposed improvements will be completed in phases over time. The park is generally divided up into the six primary use areas: • Lake Ellyn • South Play/Lawn Area • Boathouse • North Picnic/Lawn Area • Ruth Candy Parkway • Sam Perry Nature Preserve Each of these areas includes trails, landscapes, and park features of various types and uses. It is important that a more detailed design for each area be developed before improvements to that area are started. This will ensure the entire park will function and can be maintained as intended. It will also help to better define cost and subphasing parameters and priorities. Costs/budgeting As part of this master plan tool to aid in prioritization, budgeting, and fundraising, an estimate of potential capital costs has been developed and reviewed with the GEPD Board. The following is a list of the plan elements, and a range of capital costs to implement these elements. These costs are conservative, master-plan level budgeting figures, and include construction costs, design, engineering, permitting, initial warranty period (as appropriate), and a contingency. Costs are based upon certain design assumptions, typical recent unit costs, and similar park construction projects or components, and are subject to change based upon detailed design, sequencing, escalation, and other factors.
