Partners and clients<br />

East Lancashire Partnership <strong>with</strong> Single Regeneration<br />

Budget (SRB) funding provided by <strong>the</strong> North West<br />

Development Agency. Panopticons and LAND are<br />

projects of <strong>the</strong> East Lancashire Environmental Arts<br />

Network (ELEAN), managed by Mid-Pennine Arts and<br />

supported by <strong>the</strong> North West Development Agency, <strong>the</strong><br />

East Lancashire Partnership Regional Park Programme,<br />

Arts Council England North West, Lancashire County<br />

Council and Blackburn <strong>with</strong> Darwen, Burnley, Hyndburn,<br />

Pendle, Ribble Valley and Rossendale councils.<br />

Outcomes<br />

The East Lancashire Regional Park has attracted<br />

funding of £5 million from <strong>the</strong> Single Regeneration<br />

Budget matched by a fur<strong>the</strong>r £18 million from <strong>the</strong><br />

public and private sector. This has resulted in a<br />

range of projects encompassing health, sport,<br />

biodiversity and art.<br />

Panopticons has generated a lot of positive publicity<br />

and interest in <strong>the</strong> East Lancashire Regional Park,<br />

from <strong>the</strong> UK and abroad. It has also become a<br />

focus for a range of community projects – including<br />

building an arts trail <strong>with</strong> local children from Burnley<br />

town centre to a Panopticon site.<br />

Lessons learnt<br />

• A regional <strong>park</strong> strategy can provide an<br />

effective structure for <strong>the</strong> regeneration planning<br />

of a wider area. It is anticipated that this will<br />

attract inward investment and provide a clear<br />

focus for health, education, housing, economic<br />

development and tourism<br />

• The arts-based strategy has helped to kick<strong>start</strong><br />

<strong>the</strong> Regional Park initiative and provided<br />

exciting and inspiring projects for several<br />

communities in <strong>the</strong> region.<br />
