The court proved highhandedness<br />

of one man<br />

The goal of the global initiative, Open Government Partnership (OGP), is to help governments to<br />

be more transparent, efficient, and reliable – with institutions that encourage and motivate people<br />

to react. The Government of Montenegro accessed OGP in 2011, and soon after that established<br />

the Operational Team for Implementation of Open Government Partnership that would be<br />

composed of government representatives and representatives of the civil sector. However, after<br />

almost five years, since accessing OGP, we had created an inadequate first action plan that was<br />

too general and without clear indicators for the monitoring of implementation, and at the end it<br />

was an inadequate implementation.<br />

Devotion of the Operational team to improvement of current solutions, with its previous leader,<br />

was at a high level. However, the Government expressed a lack of political will to adopt proposals<br />

and suggestions, and made clear that it did not want to work essentially on fulfillment of all of<br />

these goals.<br />

With the arrival of Srđan Kusovac, new Head of the Public Relations Bureau, the bureau stopped<br />

adequately communicating with the civil sector, and all initiatives and tools that were implemented<br />

until then reached the closing phase. The reports on implementation of any of the above<br />

mentioned projects and the action plan were not drafted.<br />
